The Dominate Ultimus is an agreement between signatory members to strive for greatness. ### Abstract _The Dominate Ultimus is designed to operate with a powerful Dominate Supreme whose job it is to give out resources and fleets to their imperial officers, who are then to carry out the will of the Dominate Supreme in the name of the Dominate Ultimus. The Dominate Supreme has supreme power within the Dominate Ultimus, and all members of the Dominate Ultimus serve at their whim._ _Why might they serve? Because gives one the chance to become the Dominate Supreme themselves, and have a taste of that power. Its also helpful if you can earn the Dominate Supremes favor, as you'll get the good stuff; at the same time, if you don't really care, you don't have to try all that hard and the Dominate Supreme doesn't have to give you much._ --- ### Main Text 1. Signatories agree that their resources will be given to the Dominate Supreme, whose job it will be to collect said resources at the start of each round, and to divide out said resources to the signatories 2. Signatories agree that they will not personally own any fleets, and that instead all fleets are loyal to the Dominate Supreme first and foremost, and the Dominate Supreme may choose who will command which fleets as the Dominate Supreme chooses; those who command the fleets must pay the upkeep for said fleets 3. Signatories agree that they will not personally own any land, but that all land is owned by the Dominate Ultimate in union, and is distributed by the Dominate Supreme who may choose to give to or strip land from the signatories as they choose 4. The Dominate Supreme may choose to devolve or revoke any of their power to one or more signatories at any time, except the power to delegate resources and fleets 5. The Dominate Supreme has final say on all foreign policy decisions for signatories and the Dominate Ultimus 6. The Dominate Supreme is the supreme head of the Dominate Ultimus and may choose to intervene in any signatory nations issues if they so choose 7. If all signatory nations agree, they may choose to vote to impeach the Dominate Supreme and install someone new as Dominate Supreme. 8. This Constitution may only be amended by agreement from all signatories, with the amendment in writing, and with the signatures of all standing signatories to this document. 1.
