# The Present Federation 83395-83397 - 83394 - January - The [[Universalis Confederation Banking Guild]] report on credit worithness and economic stability, projecting a near total lack of expansion in the Federation economy. - The President of the Federation Launches an investigation into refractionalizing the Federation Credit; the DAM opposes this, desiring spending cuts and higher taxes. - Febuary - The President calls the DAMs bluff and sends himself and the House fo Commons to an election on the question of refractionalization. - May - Preliminary election results show it likely that hte sitting President will loose, an arch conservative is set to win, and an arch democratic-progressive to win the Prime minsitership. - November - Early election results begin trickling in, confirming preliminary expections, the president presumptive and Prime Minister Presumptive begin working from opposite ends of hte political spectrum to draft a solution to the expected federation fiscal decline. - 83395 - January - The President and prime minsiter pass a refractionalization bill which made every side unhappy. - DAM Goodwin, tired from 50 years of political fighting, leaves Earth to begin a tour of the colonies - GRand DAM John Goodwin pleads case to the Federal House fo Lords to create a special soverignty for him, which would be the sovierngty previously granted ot him in his campaign agaisnt the Emipre, to serve as a place for Grand DAMs to retire to. - Behind the scences, throughout the great war, DAM goodwin had taken out sizeable loans to fund both Federation and Lord's militaries, after his government abolished the Federal debt. After leaving office, the cooling economy and a series of poor investments led ot a collapse of the funds he had set aside ot repay these loans. Defaulitng on them is believed certain to lead to a recession, if not outright economic collapse - immediately after hte case for a 'stellar sovierngty' is made, lords from Tahara begin forumatlting a legal case to argue that the refugee fleets could form stellar soverignties. - Chatter also begins on earth and beyond that GDAM goodwin is looking to return to running the Federation - April - GDAM GOodwin in an interview claims that granting him his sovierngty would be a progressive reform for the federation, something which he believed was desperately needed in the wake of the current DAM's wave of regressive-conservative reforms. - many politicos question this framing, as GDAM was long seen as the conservative, and DAM Goodwin prefers the label of Progressive Conservative in the current political enviroment, having shred the title she was elected on: progressive reformer - Many see this as an open declaration that GDAM Goodwin is unhappy with DAM Goodwin occupying her positoin, and conspiratorialize this into GDAM is plotting ot overthrow the DAM. - 83396 - September - Taharan House of Lords, in preparation for the Fedeal Vote on GDAM's stellar chatert, pass three charters for three stellar soverignties of their own, tunring three refgueee fleets into stellar soverignties. - November - Word reaches the Maldeth senate that Tahara has created Stellar Soverngites, the Maldeth senate files a case with the Supreme Court of hte Federation - 83397 - Janiary - The SUpreme court of the Federation recieves the request ot rule regarding teh Taharan Stellar Soverignties, but instead passes the question to the Federal Houes of Lords, finding the question outside the scope of the Supreme courts ruling perrogative, as it was a question pertaining to the realm of charteres, which under DAM Emily GOodwin's reformed constitution is the exclusive domain of the HoL's upper house: the Court of Earls. - The court of Earls accepts the request for ruling, and schedules a meeting the day after the vote on whether to grant GDAM Goodwin his Stellar Charter. - Febuary - The House of Lords Votes on granting Grand DAM John Goodwin the first stellar soveirgnty - However, the bill is passed as an amendment ot the Charter of hte Court of Earls this was done because Regal Legal theoriests agree;d that the Federation Constiution is, in effect, 'The Federal Charter' and creating GDAM's soverignty as an amendment to that Charter would in effect be creating a new sentaorial body, and thus outside hte scope of the house of lords. Similarly, it was not passed as a normal Lordly Charter for three reasons: - the problem is question is unique and exceptional and therefore a unique and exceptional solution to the problem ought to be found - The Charter already had an exlcusivity clause that would make it legally invalid for any new charters to draw on it for legal standing, by folding this amendment to the Federation constituion, this little patch as it was presented, into an existing exclusive chartered entity, any risk of the GDAM Charter serving as a legally valid foundation for other stellar soveirngites would evaporate - To pass it as a Lordly charter would turn the GRand DAM into a person of equal legal standing as any other Lord; this violated hte already constituionally complicated positoin of GDAM, and enflamed fears that GDAM goodwin was planning a coup to take back power. Now the GDAM cannot sit in the House of Lords, but still has a spot in the Court of Earls as an advisor. - Finally, by being part of hte Court of Earls charter, and technically subservient to it, should the GDAM, or councils of GDAMs who govern the unique stellar soverignty ever act against the interests of the Fedeation, the court can rule against it and revoke the charter with much greater ease than the whole Lords, while the whole lords can in theory restore the charter if the Earls acted wrong, or vice versa if need be. - The Court of Earls Rules that GDAM's goodwins charter's exclusive clause is exclusive to the type of Charter it is,
