- The President of the Federation Launches an investigation into refractionalizing the Federation Credit; the DAM opposes this, desiring spending cuts and higher taxes.

- The President calls the DAMs bluff and sends himself and the House fo Commons to an election on the question of refractionalization.
- May
- Preliminary election results show it likely that hte sitting President, Scalook, will loose, an arch-conservative Terentia Dreyer, is set to win, and an arch democratic-progressive, Mathew Roy De Aert, is set to win the Prime minsitership.

- Early election results begin trickling in, confirming preliminary expections, the president presumptive and Prime Minister Presumptive begin working from opposite ends of hte political spectrum to draft a solution to the expected federation fiscal decline.

- The formally president Scalook loses, president Dreyer is confirmed to be the newly elected president, and Mathew Roy de Aert becomes Prime Minister, leading a coalition of Imperial-Federation party, Parliamentary-Alliance, Parliamentayr-Supmreacaists, and LIberation party members, Roy de Aert himself being the leder of the Liberation Party.
- The President and prime minsiter pass a refractionalization bill which made every side unhappy.
- the federation credit is cut in half, but he half that is gained from refrationalization cannot be touched for at least 5 years, and can only be distributed slowly under heavy guidelines with representaive oversight.

- GRand DAM John Goodwin pleads case to the Federal House fo Lords to create a special soverignty for him, which would be the sovierngty previously granted ot him in his campaign agaisnt the Emipre, to serve as a place for Grand DAMs to retire to.
- Behind the scences, throughout the great war, Grand DAM goodwin had taken out sizeable loans to fund both Federation and Lord's militaries, after his government abolished the Federal debt. After leaving office, the cooling economy and a series of poor investments led ot a collapse of the funds he had set aside ot repay these loans. The laons are said to respresnt up to 6% if the UFE's GDP. Defaulitng on them is believed certain to lead to a recession, if not outright economic collapse
- immediately after hte case for a 'stellar sovierngty' is made, lords from Tahara begin forumatlting a legal case to argue that the refugee fleets could form stellar soverignties.
- Chatter also begins on earth and beyond that GDAM goodwin is looking to return to running the Federation

- GDAM GOodwin in an interview before claims that granting him his sovierngty would be a progressive reform for the federation, something which he believed was desperately needed in the wake of the current DAM's wave of regressive-conservative reforms.
- many politicos question this framing, as GDAM was long seen as the conservative, and DAM Goodwin prefers the label of Progressive Conservative in the current political enviroment, having shred the title she was elected on: progressive reformer
- Many see this as an open declaration that GDAM Goodwin is unhappy with DAM Goodwin occupying her positoin, and conspiratorialize this into GDAM is plotting ot overthrow the DAM.
- November D.A.M. Emily goodwin leaves the milky way for Pawlnevo, claiming that all these issues are to be settled by their repsective institiions, as she was focused on bigger problems.

- Taharan House of Lords, in preparation for the Fedeal Vote on GDAM's stellar chatert, pass three charters for three stellar soverignties of their own, tunring three refgueee fleets into stellar soverignties.
- This sets the Federation alive with debate. D.A.M. goodwin refuses publically to speak on the issue, but privately begins considering various options.

- Word reaches the Maldeth senate that Tahara has created Stellar Soverngites, the Maldeth senate files a case with the Supreme Court of hte Federation

- Janiary
- The SUpreme court of the Federation recieves the request ot rule regarding teh Taharan Stellar Soverignties, but instead passes the question to the Federal Houes of Lords, finding the question outside the scope of the Supreme courts ruling perrogative, as it was a question pertaining to the realm of charteres, which under DAM Emily GOodwin's reformed constitution is the exclusive domain of the HoL's upper house: the Court of Earls.
- The court of Earls accepts the request for ruling, and schedules a meeting the day after the vote on whether to grant GDAM Goodwin his Stellar Charter.
- Febuary
- The House of Lords Votes on granting Grand DAM John Goodwin the first stellar soveirgnty
- However, the bill is passed as an amendment ot the Charter of hte Court of Earls this was done because Regal Legal theoriests agree;d that the Federation Constiution is, in effect, 'The Federal Charter' and creating GDAM's soverignty as an amendment to that Charter would in effect be creating a new sentaorial body, and thus outside hte scope of the house of lords. Similarly, it was not passed as a normal Lordly Charter for three reasons:
- the problem in question is unique and exceptional and therefore a unique and exceptional solution to the problem ought to be found
- The Charter inlcuded an exlcusivity clause that would make it legally invalid for any new charters to draw on it for legal standing, by folding this amendment to the Federation constituion, this little patch as it was presented, into an existing exclusive chartered entity, any risk of the GDAM Charter serving as a legally valid foundation for other stellar soveirngites would evaporate
- To pass it as a Lordly charter would turn the GRand DAM into a person of equal legal standing as any other Lord; this violated hte already constituionally complicated positoin of GDAM, and enflamed fears that GDAM goodwin was planning a coup to take back power. Now the GDAM cannot sit in the House of Lords, but still has a spot in the Court of Earls as an advisor.
- Finally, by being part of hte Court of Earls charter, and technically subservient to it, should the GDAM, or councils of GDAMs who govern the unique stellar soverignty ever act against the interests of the Fedeation, the court can rule against it and revoke the charter with much greater ease than the whole Lords, while the whole lords can in theory restore the charter if the Earls acted wrong, or vice versa if need be.
- The Court of Earls Rules that GDAM's goodwins charter's exclusive clause is exclusive to the type of Charter it is, denying hte right for any other charter to embrace this.
- However, Tahara via its Commons representaatives informed hte Federal Government that it had gone ahead and created three stellar soveringties, and was planning to create another 7 to finalize the refugee issue. This has caused a large amoutn of stirring
- The House of Business, in Chancellor Cicero Whitley, with the backing of Represenatives from numerous Eklord's, their coampnies, and even some merhcant princes, begin vocally damning hte new setllar soveringties, demanding immedaitely fleet reform, a veto over the new soverignties, and other changes "for such a dramatic restructuring of the Federation."

- 17th - D.A.M. goodwin, after leaving Pawlnevo visited Maldeth, adn then Johnsus. While in Johnsus she met with Empress Camilla of the Vers empire. The meeting is said to go down in history as a day of geopolitcal transformation.
- The formelry closely allied Federation and Vers left the negotations reporting a chilling. In private, Empress Camilla revelead that Vers had realigned its foreign policy. Deutchrea had made reasonable offerings, wheras Germushian raiders and smuggelers were proving to be a major problem. Deutchrea offered to back Vers against Revers if Vers would allow action against Germushia, and the reintegreation of POlandskia into Deutchrea. In exchange, Vers would regain contorl over revers and its holdings, as well as have support in challenging Xiao-Ming
- The federation meanwhile realized that neitehr Vers, nor Reverse, nor even the empire coudl properly challenge it. While its problems were internal, so long as it retained external power projection it was strong. As such after the meeting the Federation began a realignment from Vers, considering either Reerse or Egypersia
- The empire formally revokes support for Xiao-ming, leaving the mega-corp stranded internationally. VEneuela and Finlar begin challenging Vers for control over the Axion allaince and various Versian small-holdinsg, with tacit federation approval.

- The A bill started in the House of Represenatives passes a the commons and Senate, banning all operations of xiao-ming in the Federation until major labor reforms are met, claiming that the loss of xiao-ming goods will spur federation industry.
- In Tahara, D.A.M. Goodwin meets with Kinder-D.A.M. Vicent Turnges. Turnges is insistent that the stellar soverignties are legal and necessary. D.A.M. Goodwin hears out the case. At the core, it is argued to be the only vehicle left for despertaely needed fleet reform, and a tool to restart trade.
