He granted the initial 25 Lords the right to maintain private militaries and govern their territories with significant autonomy, a decision that shaped the Federation's structure for centuries to come.

D.A.M. Phommarath-Fontaine simply embodied the concept of auspicious, sometimes decadent, but always bountiful and opulent conspicuous consumption. There was little innovated political, economic, or military policy. Rather great music, art, media, cuisine, thinkers, and creators were empowered and brought to court to show off. Every night was a twelve course feast, morning a nine course breakfast, and a minimum of fifteen option buffet, each eaten in their proper places. Breakfast in small, intimate tables lasting several hours as revilers and lovers awaken and come down. Lunch served in a grand living room with seating for hundreds, filtering thousands through over several hours, and dinner with an intimate few hundred in the grand dining hall, where the head table commands view above all others, the D.A.M. and those closest in council seating with her. Below the few hundred 'intimate' others visiting her court. After dinner would come the viewing of some great piece of art, music, media whether literature, film, game, show, sport, memory, or experience fomented for its grandeur and greatness. Once the viewing was over the revelries would come, dancing, drinking, drugs, music, conversation, debate, and all the other great things of grand parties.

- Victoria McIntosh (13733-15105), limited liberal, introduced supreme court.
- oversaw a large number of founding family inter-marraiges. Specifically:
- Guzman-Romero married into the McIntosh family, premenantly uniting the two in the union of Lord Benedict McIntosh and Lady Isabella Guzman-Romero.
- Van Aert, a slightly progressive parliamenty family married into the progressive-conservative but deeply Parliamentarian Lobato de Faria family
- Harren-Dayen married into Pratcshler, taking one of the most conservative and nearly hereditary itself family's, the Harren-Dayen's, and merging them with the arch-hereditary, militaristic Pratschlers. This was considered by many people in the Federation today, though few historians or political scientists, to be the event in which the 'the right' overpowered 'the left', ensuring a Reactionary rather than Progressive bent to D.A.M. Victoria's reign.
- Wong married into the Mishra line. This was entirely in response to the 'hard right' shift the hereditary lords were felt to have taken by the Wong's followed the merger of the Harren-Dayens into the Pratschlers. The Wongs, who had always been very left Hereditary lords, almost Constitionalists, married into one of the strongest militarist Constitionalist families, ensuring the families long standing martial tradition could continue on.
- Russel Burtrow (15109-16326), from a Parliaimentary soverignty, was a democratic conservative who expanded the rights of hte common people and pushed back on McIntosh's seat-free dichotamy by promiting universal federation rights at hte expense of soverignty rights in his early days. His later years were staunchy pro soverignty rights after the Federation fleet suffered sever losses to an Imperial invasion, which was only truly fended off by the fleets of the Lords.

- Madeline Laurencelle-Lobato De Faria: (16327 - 16340) Known for initiating the “Progressive Wave” during the early Third Federation, she attempted to abolish hereditary inheritance in sovereignties and dismantle the Eklord system. Her radical reforms faced significant opposition from traditional power structures, ultimately leading to her removal from office amidst economic crisis and political turmoil.
- Eric Douma: (16343-17012) One of the D.A.M.s who continued the “Progressive Wave”, suggesting a sustained period of reform and change within the Federation. His most important reform was legislating the House of Business into existence in 16772. his goal was to create an instition, the FSX with its dividend paying shares, which could fund a sizable welfare state for the unemployed masses of the Federation, expanded by the increasing availability to matter reconstructions and slowly replicators.

These reforms broke the Lords into "three types of Sovereigns for the purposes of legal classification." Those were: the Premier Sovereigns, grouping together the sovereignties with parliamentary/democratic charters, the Lordly Sovereigns, grouping togehter the soverignties with hereditary charters, and the Earl Sovereigns, grouping together those of a mixed hereditary and parliamentary charters.
- Richard McIntosh: (17829 - 18483) This D.A.M. solidified the reforms of the "Progressive Wave", notably by transforming the Privy Council into its modern precursor. His actions suggest a successful integration of earlier reforms into the Federation’s political structure.

- Mathew Rosendal (18488-18902) - the start of the liberal-conservative period. When the progressive wave broke for a period of time.
- Ludwig von Friedman (18905-19628) - Reformed the House of Business to be a more relevant entity in Federation politics, allocating it more power, most explicitly by requesting its thoughts on his taking the office of D.A.M. before he accepted the position, and then later by having successive governments introduce legislation binding them to treat the House of Business as akin to the Senate, with regard to any legislation regulating or deal with the economy.

- Justin Von Keynes (29022-30071) - Von Keynes is most known for starting the progressive fleet reform of this period which continued with Hayek. Von Keynes identified the core issue in Federation Fleet Ownership as being the poor state of the real owner of a ships rights to control that ship. To this end Von Keynes introduced two combined reformed: in the are of legal rights, real owners had their ownership rights reafirmed, and in the area of legislative powers, a route was opened for owners to specify the ends in which a functional owner or captain could operate the ship, and a route for the real owner to regain ownership of their ship if the functional owner were to run off with it.
- Oliver Hayek (30073-31829) - Perhaps the most progressive reform area Hayek embarked on was that of fleet ownership reform. He specifically worked to reform the relationship of ownership of ships, specifically chaperoning a reform to create agents of teh real owner who could retake functional ownership of a ship from its current functional owner in the name of the real owner. The combinition of Von Keynes' and Hayek's fleet reforms were a substantial increase in the efficiency of medium and especially large firms, damaging the economic, social, and political power of the great trade houses and the merchant princes.
- Jeffery Vancump (31833-32930) - Vamcump was something of a reactionary leader, though unlike most reactionaries, Vancump had a plan and a vision beyond just return ot some mythical past. He pitched himself as another in the line of progressive reformers who had previously been in power, and he promised that his reforms would be for the benefit of the masses. Yet primarily his reforms were focused on developing the Federation military as an instition, as well as the military industrial complex, and its connections into elite society. This had the effect of decreasing the power of some lords, and expanding social mobility for the masses, while empowering the Senate. Yet his real subversion lay the groundwork for his successor. He altered the structure of elite dynamics by proudly declaring himself a proud Jyd-I, rather than a Witcher, and worked to promote a more Jyd-I centric view of the universe into the Federation and its intuitions. The result was a destabilization of the place of religion in federatino society, and its politicization. This has ultimately tarred the reputation of what would otherwise have been considered a senatorial-progressive.
- Eliot Deneen (32932-33281) - D.A.M. Deneen is an interesting leader when it comes to the idea of the progressive wave, or hte progressive period, even with the disruption in the early progressive-conservative period. He was short lived compared to his precursors, and in this way represrented a certain shift in the politics of the Federation. In essence, he was a traditionalists Sigmorian, who rejected both Orthodox and Traditionalist Sigmarism, as well as Witcherism, and the Versian faith, on the grounds that all were false. However, he believed that the root of Sigmorianism lay in Jyd-Iism, and so he embraced a blended form of this as the traditional religion of the Federation, and primarily worked to spread this belief across the Federation. Thsi was such a great disruption from the general trend of Federation politics that it fundamentally restructued the political spectrum
- Priya Duvtil (33288-34090) - Duvtil was in many was an arch conservative compared to the strange blend of traditionalism and progressivism which embodied Deneen's. As Deneen's had worked to mingle worker aid benefit programs to religious institions, and generally tried to use divine mechanims to subvert market or legal mechanism, Duvtil engaged in a philosphy of cut, cut, cut. The result was a destruction of workers rights and a radical reduction in who was capable of receive UBI.
- Mathew Laurencelle (34092-34176) - A relatively short ruling progressive leader, who advanced the cause of workers rights, transhumanism, and challenging the power of entrenched economic and political interests, operating within the established conventional and precedential boundaries of the D.A.M.'s power as dictated by the Third Federation's unwritten governing charter.
- Of the causes Mathew attempted to advanced, the D.A.M. had the most success advancing workers rights, privacy rights, consumer rights, and transhumanism. This culminated in a program which offered free neural-nets to any Federation citizen who desired one. It was accompanied by strong privacy and consumer ownership legislation securing in legislation the rights of peoples' into who's heads the nets had been installed to own their thoughts, the device, and the code which was running it which was within their head.
- Continuing on this trend, D.A.M. Laurencelle also instituted strong protections for workers, starting with denying employers the right to utilize neural net information to exploit workers. Rather workers had to give informed, understanding consent to any utilization of their neural nets by their employers. This was expanded so that neural net recordings, readings, and other data gather by workers augmentation could be used as strong evidence in legal cases involving workers disputes, a precedent quickly generalized to other areas of law.
- Employers were regulated to provide greater insurance coverage to their employees, find ways to offer them more services, unions were heavily advocated for and many were brought into existence, and companies which failed to increase wages in periods of record profits and returns to share holders were strongly penalized.
- What ultimately did D.A.M Laurencelle is was that the Companies, especially the Scout Services, felt threatened. The largest single contract ever issued by the Scout Services, for 978 Septillion credits (adjusted to modern standard Federation Credit value; at the time it was 100 speptillion credits) was funded partially through a 5000 year loan the Scout Service took out, and trillions from almost every Eklord in the Federation. For the Scout Services, the insurance clauses would have ruined the Company in union costs, and the requirement for the formation of a Scout Service Agents Union threatened teh power, stability, and operability of the Company, as well as the security of its agents and employees.
- The final team which claimed the contract is claimed to have been composed of almost 50,000 people, spanning sevearl galaxies, in what is sometimes called the great push-down, when the liesuring classes united to suppress the rights of the working masses. Al alternatively, and more generally accepted, perspective argues that a populist leader who's ideas were coming from the right place was killed due to instransience on the purposed reforms in the face of reality.
- However, a portion of parliamentarians, leftists, and progressives in the Federation continue to idolize, mythologize about, and generally glorify D.A.M. Mathew as the great reformer who brought some dignity to workers, and fought for their rights instead of their bosses rights, and were crushed for it.
- Beyonca Roy (34180-34993) - Beyonca eagerly capitalized on the trans-humanist trend started by her predecessor, D.A.M. Mathew, without the anti-corporate bias. Specifically she came into power by uniting the Parliamenterian right, as well as the general political centre, and lordly left behind her in expanding protections for all federation citizens, throguh the expansion of privacy laws, consumer protection laws, union protection legislaiton, and an expansion of what was consider Social Welfare, to especially include housing and replicator access.
- The largest area of division between Roy and Laurencelle at this time was essentially over insurance and forced unionization. Laurencelle had required companies to unionize, Roy pulled this back to 'just' a series of regulatory and tax incentives available for companies with strong unions, while companies which fought against unions were punished with more regular investigations by regulators and tax agencies.
- The Scout Services entered into private negotiations with the governemnt and recieved approval from D.A.M. Roy herself on their renewed policies regarding the handling of Agents, so that the Company could avoid penalizations from non-unionaization of Agents, as well as the challenges of having to ensuring essentially the entirity of the Federation against everything, while still providing services, by only having to ensure active agents for hte period they are active, and recieving special dispensation to run hteir own internal insurance firm.
- The Loan the Scout Services took out was captured by D.A.M. Roy and tis funds were used for mild UBI reforms, so that predominantly artists, especially of physical mediums, received sizable funding for their artwork. As this program expanded during her reign, she fought with various president to not only expand the range of artists covered, but also began a slow removal of funding which subsidized several Federation industries, such as agriculture, military, starship design and production, but predominantly those industries and firms which were focused on the production of historic, religious, and nationalist federation goods, media, or works of art. In effect, the goal of was to shift from 'elitist' and stifling 'false' forms of art rooted in federation history, religion, and cultural-nationalism, to more personal, emotional, and local artistic products and goods. Instead of emphasising the greatness of the Federation, the great things and great people, there was an almost narcistic inward focus on the self, and on 'the real federation as it is actually lived, not imaged from afar.'
- The cultural results of this period are hotly debated, with more parliamentarian, democratic, populist, progressive or liberal critics seeing this as the high period of the art of the people. While elitist, lordly, aristocratic, reactionary, or conservative critics see this as the low period of bland pedestrianism, where little of note or interest was truly produced, rather all of it just being bland recreations by people all trying to claim 'I am a unique individual' in chorus with everyone else, not realizing just how similar all their supposed uniqueness was.
- In reality, this period has become little more than a place for various groups on the political spectrum to project their aesthetic vision into, and to generate critiques from. As such, for a sizable portion of hte Federation population, the art and style of this period define what the art and style of hte whole Federation has always been - projected back to the first and second Federations, and forward into the present. For others, that very fact is the thing which makes this period offensive. Often this can be seen as difference between those who glorify the Third Federation, and those who glorify some other era of the Federation.

- Alasdair Oakony (36195-36200) was elected on a platform of military cuts, government cuts, lower taxes, and more subsidies for Lordly militaries and existing Federation industries by the Lords and Commons, having considered the advice of the Senate and Business respectively, to the position of D.A.M. to try and deal with the economic crisis the Federation was now in as a result of hte loss of tax money, and the increasing Federal expenses as a quiet war against Utopia in various colonial dominions begins to spring up
- Karl Lochmark (36200-36500) - a short lived coup by a group of reactionary imperialists led by Karl Lochmark. Lochmark was convinced that by the iron laws of Imperial Orthodox Sythist History, the Empire must reemerge and and that conditions for such an emergence in the conditions of hte souls located in the aether had arrived. He was certain that if he could take the position of D.A.M., he would be able to bring into himself the souls of Farsight, Sigmar, Gerald, and Emperor Palpatine, as they had regenerated to their original place in the Aether and were now all seeking to restore themselves in the material plane, and once they were united within him, he would be become an unstoppable demi-god. As such, syth philsophy dictated that it was only right that he should rule, as he was in effect the perfect philosopher king, representing the absolute peak merger of all the greatest leaders in history.
- He took his position of power when his minority party in a parliamentary coalition united with a powerful group of reactionies in the Senate and Privy Council to overthrow the President and D.A.M. due to rising debates over how to handle 'the utopia' question, as well as rising pressure from the Empire to hold its place as the hegemon.
- To try and crush utopia, he drew on support from The Grand Empire.
- he also faced threats from the fracturing Lordship of Germushia, which was itself dealing with the fallout of hte Seperation of hte Orthodox Church from the Lordship, as the Lordship had been 'abandoned by the true Germushians' when they embarked on their great journey to their new galaxy. Following this, the new Emder effectively destroyed Germushia by having it start wars with Vers, the Federation, and various Axion Alliance powers, as well as the Church internally by repudiating its teachings, and with the various provinces and people through its repressive means and authoritarian control. The spriling death of Germushia and its reformation in the much more liberal Lordship of Germushia, with its seperation of Church and State, and the mass migration which followed the last war, put heavy pressure on the Federation of Earth at the same time as the Federation of Utopia was truly becoming a major power in its own right, asserting its own claim to parity status with the UFE.
- Many hereditary and constitional, and several parliamentary, lords dsiagreed with the force being used against utopia and rose up in resistance. However, many other parliamentary lords, especially those outside the Milky Way, greatly supported the crushing of Utopia, desiring to make utopia 'of equal status' as the rest of the Federation's dominions.

One view says that he was secretely a democratic conservative who found the progressive conservatism which had led to the creation of a ruling dyansty as wrong, and so he drove the position to its logical end, of essentially becoming a new emperor, trying ot pass laws so that only his family could ever be the D.A.M., etc. He became the rhetorical ideal of a Federation Monarch, and through his attempted absolute authoritarianism, ruling without parliament or the lords, claiming himself and his sovierngty as the centre of the Federation superior to earht, and that his commons should govern all, his house would operate in leu of the Senate, and other insanities led to a revolution from the Lords and Commons, led by Kelly Mishra who was swiftly put into office.

- Roger Cannadine: (57155-58924) The D.A.M. in power before the rise of Admiral Malik Nallim. His death and the perceived weakness of President David Scrouton created a power vacuum that facilitated Nallim’s seizure of control.
**Fourth Federation (58924 - 81608 EST)**
- Malik Nallim: (58924-58950) An ambitious Admiral who seized power during the Fourth Federation, demonstrating the potential for military leaders to rise to the highest office through force. His rule marked a period of authoritarianism and a shift away from the democratic principles of the earlier Federations.
- Johny Rocker (58953-61021): a former neural-experience star whom the people loved, and was a regular of the lords parties. He was put into the office by a populist wave which swept the Federation. Johny Rocker is made D.A.M. in a united descision by the House of Lords, Commons, Business, and the Senate.
- Swanzy 61023-63406 wanting stability and control, the House of Lords installs the smooth talking Doctor Swanzy, elected Lord of the London Soveringty in Maldeth, who promised an expansion in researching funding, university and general upper education reform, while defunding entertainment subsidies.
- Johnathan Reid 63406-68140 Johnathan Reid kills D.A.M Swanzy and takes the office of D.A.M. for himself, declaring his selfless work the for position, and protected by his guards, the 501 legion, and the Federation military at large. He was then confirmed in his position by vote of hte Commons, Lords, Senate, and Business. Reid retires from the position to pursue a marriage to the daughter, Catherine Vers Allusia, of the Emperor of the Empire Constanius XIV, during which he is made co-emperor of the Empire, while Reid's wife reclaims her place as Empress of the Versian empire. This outraged the people, and the Senate, while recieving great praise from the aristocracy and eklords.
- Marnie Soke-Bjornson(68142-68678) Marnie Soke-Bjornson is put into power by the Senate, and confirmed by the Lords, under threat of military invasion if they decline to accept the Senates pick for D.A.M.. Soke-Bjornson is killed in a plot by the centrist constitionalists

The resutl of this was more money for the state to spend on its miltiary, while the lords shrunk the social services htey offered, the size of their militaries, and eventually reduced their own spending. The result was not a sufficent offset in state spending to handle the reduction in total upper-class spending in the Federation, however, overall wealth inequality between the middle and upper levels of the lowest classes, and the middle class, relative to the upper class decreased during this period. Economics debate the cause of this, Hayek and Friedman argue it was a result of reduction of total wealth, while VOn Keynes and Maynard-Marx argue that the overal growth in lower and middle class wealth represneted greaer economci growth as a whole than furhter expansion at the upper limit, even though both admitted that said upper limited expansion would in a rubber-banding effect raise the bottom from its previous low to a new, higher, low.
