## Pre-Federation History [[2037]]-[[2108]]
### The Augment Revolution/War
### The Third World War 2189-2106
The Third world war came following the Augment war, wherein the [United Augmented Republic](file:///C:/Users/thoma/RiderProjects/Known-Universe-RPG-Wiki/TravellerWiki/Pages/Wiki%20Pages/uar) came together under commander Farsight and launched an all out war against the rest of Humanity, before fleeing to the [Twin Shadows Galaxy](file:///C:/Users/thoma/RiderProjects/Known-Universe-RPG-Wiki/TravellerWiki/Pages/Wiki%20Pages/twinShadows). Though officially WW3 comes after the Augment war, there really was no formal in between point. During the Augment war, a nuclear power plant in the central United States was hit by a uranium enriched god rod, as was a nuclear power plant outside Berlin. The result of these strikes was that a 2000km radius (Berlin to French border of Belgium) became a zombie infested radiation filled wasteland.
During the Third World war, the factional alliance was easily described as North America, Western Europe, Africa, and Eastern South America against Eastern Europe, Western South America, the Middle East, and Asia. Australia was at this point returned to the control of the Emus, as the UAR had previously used it as their capital.
On the Versian Side (Russia + allies), the orthodox Church took holy minitor warriors to what was left of Poland, while the west sent its three Holy Orders (the Jed-i Order, The Gray Order, and the Order of Sith), and a general unaligned holy order also began to spring up, though more to deal with the otherworldly begins (known as the witcher order)
This holy war was also the first time that mankind would wield void power.

## Founding and the First Federation [[2106]]-[[3357]]
### Founding - [[2106]]-[[2125]]
The original Federation was founded following the third world war, as the remaining nations on Earth came together to form the United Federation of Earth. While what would become known as Vers fled towards Mars, the UFE focused instead of rebuilding and preparing for the next war. With major work projects like the Moon Mac project, or the Solar Auxillary Force, the UFE was shaping up to be a real system power when the First Sol War began.
#### First Sol-War 2108-2111
The UFE and Vers Empire would spend the next three years in an epic war over the land between Earth and 'Vers', culminating in the 36 Orbital Knights of Vers launching a crusade for the planet that was promised them, Earth.
While a majority of the Landing castles the knights used to attack Earth were destroyed before they could arrive, a small section of six castles broke off to head for Luna. While the remaining castles made moves towards Earth. As the Six Luna-bound castles began their approach, the Moon Mac array began barrage the heavens with explosions. Successfully destroying two of the inbound landing castles.
Meanwhile, the battle for the stars around Earth continued to get more and more heated. As tens of thousands died during insane offenses from leaders without even simulated experience. Through sheer luck, and the support of a rogue knight, the UFE was able to slow down the invading force long enough for the moon to offer its support.
As four landing castles streaked across the endless night sky, the Deucalion, flagship of the UFE fleet, arrived delivering with it the destruction of a landing castle outright. With the support of the Moon Macs, the rest of the fleet was decimated until only the ruins of two landing castles remained. Both though, were able to burrow themselves into the surface of the moon.
For the next two months a frantic corridor to corridor war was fought over the massive moon instillation. The two landing castles, the Luna Wolves and the Luna Guides, low on supplies, even lower on power suits and people to man them. The Luna Wolves brokered a deal with the UFE, in exchange for control of the moon, the "Luna Knights" would forever defend Earth, ensuring the planet would never be destroyed. In return for this, the Luna Knights would Secure the moon.
Following the destruction of the Orbital Knights, the UFE were quick to invade Vers, leaving the fledgling nation with control over the planet. With this defeat, Tzar Victor Petrov would sign the Axion Accords, creating an alliance between the two baby giants, often ridiculed as "the space united nations" the comparison was not without merit. Though the [Axion Alliance](file:///C:/Users/thoma/RiderProjects/Known-Universe-RPG-Wiki/TravellerWiki/Pages/Wiki%20Pages/axiosAlliance) served more as a forum for leaders to voice their displeasure at one another then as a location to actually pass law.
#### The Inter-War Years & Reforms 2111-2121
Following the third world war, the UFE's capital was declared to be in the City of Winnipeg. Which had played a vital role during the Augment wars and WW3, and was centralized enough to be able to reach most parts of the world at a fairly even speed, while also being in the middle of a fairly safe area from the effects of climate change that the various nuclear disasters had brought about.
Following the war, Sigmar would leave the Vers Empire to found [Germushia](file:///C:/Users/thoma/RiderProjects/Known-Universe-RPG-Wiki/TravellerWiki/Pages/Wiki%20Pages/germushia) and the belters would begin to rise up to found [Artekka](file:///C:/Users/thoma/RiderProjects/Known-Universe-RPG-Wiki/TravellerWiki/Pages/Wiki%20Pages/artekka). Meanwhile Vers and the UFE would begin to launch colony ships to other systems.

#### Versian Civil War 2121-2122
### First Period of Expansion [[2123]]-[[2205]]
Following the First Sol war, humanity entered into a golden age of space exploration. Sigmar was hit with his guiding light to head out and give the Germushian people a home. The belters united and designed their own Void Drive, heading out to gather more resources for the great project. The Versian government had once again calmed itself, and now had a dedicated goal, expand outwards. Instead of competing at how they could more wastefully use their citizens, the UFE and Vers began a rivalry focused on creating new citizens.
The Federation at first tried to reain a monopoly on void travel within its boarders, however the economic powerhouses created by the Federation, and the various economic elites of the counties which had untied following magrebhs coup and the recognizing of teh authroity of the counties of earth, demand access to void drives.
President Maghreb had authorized limited exploration missions of teh systems around the Sol system, and had found a handful which would be suitable for colonization. Word of one system leaked to a group of Christian Catholics living in the Central African Republic. The Group began funding a the cosntruction of a colony ship with void capabilities in the Belt. Two weeks out from ship launch the Federation realized something was up when large amoutns of people began seemingly moving to the belt. Worried about losign its population, the investigation revealed the colony ship, and the corporate scheme to fund it, and a small fleet of void capable supply vessels which would be used to ferry goods between Earth and the Colony.
President Maghreb tried to stop the ship's launch, but was unable to. The ship launched two weeks ahead of schedule, missing about half its compliment of colonists, and without having undergone several essential checks. The Crew and colonists of the Towards New Bangui under Captain and Elected Governor Boganda Dacko would go down in Federation History as hero's for breaking the Federal government tyrannical monopoly on control of void drives, making them available to the Earths capitalist and patricians. With one over the gate, President Maghreb quickly moved her puppet in the House of Commons to introduce legislation licensing the use of Void Drives, and the establishing of colonies so as to retain a degree of federal oversight on who got drives, and who could found colonies. This would prove a wise move in the long run, and serve as the foundation for much of the first Federations colonial system, and the legal basis up into the present fifth Federation for the actions of the Senate and Federal Government, indeed for any government of the Federation, to operate on worlds besides Earth.
At the time there was a great deal of vocal, and infectual political, economic, and legal power, brought to bear against the Federation licensing colonies. The void drive change was fairly popular, though critics pointed out that the Federeation had no license for an armed commerical ship, while Vers and various Belter republic's did allow for such things. President Maghreb justified the descision on the basis that allowing for the production of armed void ships was allowing for the production of armed void pirates. Her state existed to stop Foreign attacks, not to legisilate piracy into existence.
Critics of the colonial system pointed out that people leaving earth were doing just that: leaving earth. Why should a Federation of hte Nations of Earth defend the people of planets which are not Earth? President Maghreb responded to this nationalist, terran-centric, and anti-colonial opinion by pointing out three things: First, Climate change was destroying the Earth, exploiting the raw resoruces of asteroids in other systems would prevent climate change on Earth. Second: Vers would colonize other systems, to fail to colonize systems would, in the long run, be ceeding resouces and future populations to Vers, and in effect be ensuring the defeat of the Federation. Third, if the groups were willing to be licensed by the Federation, then the groups clearly did not oppose the Federation, else they would do as Elected Governor Boganda Dacko did and flee the Federation (critics would point out President Maghreb made the Elected Governor flee by criminalizing his actions and refusing to negotiate or listen to his and his peoples requests).
In 2041 the colonial licensing issue was reignited following the revelation that a rogue colony created a system to lure traders in with sexual favours. Once inside the house of a colony member, the trader would be drugged, and their body preserved in near freezing rooms as food for their cannibalic endeavours, known as the 'Casta-away Cannibals of Cracktown Crackow'. This led President Maghreb to expand her colonial licensing system, while justifying its existence: if the colonies were licensed, then there was a legal mechanism for control and oversight by Earth, which has long standing traditions and customs whereas the colonies might prove too extreme and radical in their ideas. This was a scandelous reveal because Maghreb had run her government on a free and fair licensing system with few rogue colonies, and only two years prior in an attempt to drum up electoral support she swore that under her leadership there would be a unified set of human rights enforced across Federation space, a vow of Federation freedom, justice, and protection against Versian lack of human rights. She might've been able to ride out this scandal had it not been for the Parker-Parrott report.
The Parker-Parrott report was a Federation Government report named after its heads (David Parker and Michael Parrott) commissioned three years before news of Crackow broke, was a work of thorough, detailed, honest and fair investigation and analysis. The Parker-Parrott report found many unlicensed colonies had 3-8 times higher rights of domestic abuse, fewer freedoms, greater violations of human rights, more often had social systems which treated women as property, though the report did tend to note that in such systems family structures tended to be stronger, and democratic systems between heads of families tender to be more prominent, and there were several instances where matriarchically structures formed and men suffered social and physical abuse, as well as a handful of instances of successful democracies with equitable social, political, and economic systems flouring free of the Federation. In the end, the popular concern regarding the Cannibals and the Parker-Parrott report became too much for President Maghreb, with the looming election she chose not to run for re-election.
The election was then between Michael Parrott of report fame, running on a campaign of 'cracking down on cracktowns' by forcing them into the Federation, making colonies founded by Federation citizens without permission of the Federal government illegal, and requiring they be brought into the Federation by force if necessary. He also promised to legislate a requirement for a colonization license before construction can begin on a colony ship.
Parrott's rival, also of report fame, was David Parker. Parker was in many ways a Senatorial man. He was one of the longest serving members of the Senate, dating back to the messy days of the Third World War. Parker had an Earth First campaign, and wanted to abolish the licensing system all together. His argument was that the Federation of Earth existed FOR EARTH, not for these colonies. If people want to found other governments, let them. The Federation of Earth should found an equal partnership Federation with these colonies. Meanwhile, on the topic of Domestic politics, Parker called for a reversal of many of President Maghreb's consititional reforms. Parker wanted to undo her creation of the House of Commons, and the wanted to remove and break the treaties governing relations between the federation and national governments on Earth.
The electorate liked Parrots harsh crackdown approach, but equally it supported Parkers earth-first approach. However, Parkers Pro-Senate anti-commons & anti-Earth nationalism was off-putting to 56% of the electorate. Many of the 44% of people who voted for Parker did so in opposition to the overt militarism and stark calls for imperialism which Parrott put forward. Parrott they argued was a populist, while Parker a vile Patrician. The Patrician could be worked with, and the Federation constition had time to settle into place. He could not abolish the Commons, and perhaps renegotiating with the colonies would be worthwhile, several had in the past 10 years experienced population booms because of time differentials. Parrott won, securing 56% of the vote, but Political scientists would often wonder, what if Parker had been a bit different? Could he have switched that 12% to his side? Historians are more certain: at this moment in Federation history, nationalism overpowered the earth first idea. The colonies were seen as children of the Nations, and denying them a place in the Federation as such, as part of the nations of Earth but abroad, was seen as wrong. To deny the nations or, especially, the citizens of Earth their voice in voting for the House of Commons was Versian tyranny. The counterargument that they elected the president was seen as false because only those with Federation citizenship could vote for the Vice President, and the Vice President himself had to come from someone serving in the byzantine at best Senate. Simply put, Parker might've had some popular ideas, but most of his ideas were hated by the electorate and the masses writ large.

When the house of Lords is founded, there are 25 lords, 10 Hereditary, 5 Constititoinal, and 10 Parliamentary. The hereditary lords have some system whereby their families will inherit control of the soveringty, on the other hand, the Parlaimentary lords have some system whereby the title of lord is and will continue to be elected. Finally, the 5 constitutional lords have a mixed system, where either one family or person rules as a constitional monachy, with varying levels of democratic systems.

3. Dyson - Around, the soverignty has a government structure akin to that of modern germany, and bears the name of one of its most prominent political families. The Families greatest rivals are the Johnson and de groot lineages, though sevearl other families, and many common people, also have political importance in this long standing soverignty.

### Owen Dyson, running for President [[13655]]-[[13664]]
Owen Dyson came from a long and well established family of politically influential people in the Dyson sovereignty. The Sovereignty which shares his name had long been governed by a system like that of 21st century Germany. The Dyson family has retained political importance across generations, and moved fluently within the circles, and was intermarried within influential, politically, and economically important powers throughout the Federation. Throughout the Federation, the Dyson name was linked with other great political dynasties like the Laurencalles, the Lobato de Farias, the Lewers, the McIntosh's, Pidwernies, the Nallans, and many others.
By the mid second federation the office of President had become a major source of 'democratic' pride in the Federation compared to the Empire of Germushia and the Czardom of Vers. Though it had little real power, and mostly dealt with day to day affairs, it was still a great point of pride for the masses.
Owen begun his political campaign by running a successful campaign for the President of the Dyson soverignty. Because of his families long Lineage, and increasnig political tension with Lordship of Germushia and hte Church of Sigmar, Owen was able to win. The position of President within the soverignty granted with it the title of Lord Admiral.
Owen took his 8 year term in office with pride. he spent two years at the House of Lords, advocating for infastructure reform to no avail. In his own soverignty, Dyson conducted widespread fleet reform and rationalisation, codified the position of Eklords in relaiton to other soverignties, and performed wide planetary and station infastructure reform, refreshing many statniosn and cities with new exteriors, funding research and the arts, building up and deeper rather than building new.
### Dyson's Election to President and First Term [[13664]]-[[13678]]
By the end of Dyson's term as Lord-President of his Soveringty, he decided to take a step into Federal politics by running for the Federal presidency. His campaign was focused on calling out the 1200 year old D.A.M Rajah Wilson who's rulership had solidified and become centralized in a narcissistic and self serving court, allowing corruption and disorder to set in.
Owen called for a restoration of the Federation, no political transformation, simply utilizing the existing weak Senate to work with the growing group of Eklords to restore stations, cities, and towns Federation wide. To redo things like plumping, roads, energy grids, and other infrastructure reforms. To subsidize warp drive costs to make the slow ships more cost efficient for enterprising Federation citizens. At this time party membership for the presidency was fairly limited. But Owen was generally known as a limited restorer, not a progressive, nor a democratic, nor a reformer, but neither a conservative nor traditionalist. He saw things moving forwards and wanted to use the Federal government to make that progress a little easier.
He won in a landslide victory, 89% of the electorate voted for Owen, his entrenched Conservative opposition campaigned on a policy of greatly Soverignty rights, and on the greatness of D.A.M Wilson. In the debates, Owen picked apart the idea of Wilson's greatness. He pointed to the collapsing buildings, clogging draining systems on hubworlds, the rising unemployment across various soverignties. He point to energy shortages, and how the monopolistic economic policies of various democratic and hereditary lords were leading to economic shortages, crippling the Federations ability to advance. The High Conservative and Low Reactionary opposition simply echoed that such failures were the choice of their sovereignties, a Federation with colonies in a half dozen galaxies, and a dozen dwarf galaixes now encompassing well over five hundred lords will have this kind of diversity, and top down imposed policies such as Owen's would only hurt the Federation as a whole by destroying soverign authority.
Owen spent his presidency resisting his Vice President's, ultra democraic revolution-progressive Roberton Buckner, demands for greater state intervention. Equally, President Owen bucekd D.A.M Wilsons cries to halt his reforms. From 13668-13673 the President and the D.A.M engaged in a lengthy legal battle over the constitituionality and legality of the Presidents refomrs. THe D.A.M arguing that the House of Commons in the Second Federation could only legislate for the D.A.M's soverignty, as the D.A.M was first among equals, and the D.A.Ms soverignty the orignial title which they had always held. Owen argued, and the courts agreed, that the D.A.M's hosue of commons was the federal house of Commons so long as the D.A.M. was in power. The Senate was eternal and transferred between D.A.M.s but at this time it was bound by laws set by each D.A.M's House of Commons, building a common body of rulings composing the constitution of the Second Federation. Once this was agreed to by teh Courts, President Owen legislate the powers he needed for his restorations through the Commons and begun his reforms.
By the end of Dysons first term, his refomrs were underway, the economy was beginning to recover, but in reality he hadn't conducted any serious changes. He hadn't yet done any restoration of democracy. His reforms were small scale, and was admittedly slightly advernturous for a President, but nothing truly out of line. The Conservative and Progressive factions attempted to run cannidates in opposition to open, but neither could find real ground to attack President Dyson. His only area of weakness was a limited foriegn policy vision, which he justified by saying that foreign policy and relations was a field which he felt clearly and constitutionally fell into the realm of the D.A.M. As such, the President felt he had no desire, obligation, nor implication to intervene in the escalating tensions between Federation border sovereignties and the Lordship of Germushia, allied to the recently renamed from Germushia to Deutchrean Empire, both united together in their adherence to the Orthodox Church of Sigmar.
In the campaign, the Conservatives vowed to ban any practice of Sigmarism, Orthodox, Traditional, or Catholic. Meanwhile, the progressives came out in favour of accepting fleeing Sigmarians of any kind. President Owen declared he would walk the fine line of protecting the Federations traditional Catholic Sigmorian population, and the expanding Traditional Sigmarian population. He promised to legislate the Catholics religious protection, but said Deutchrea and any Church of Sigmar which wanted to have protections as a religous organizatoin within the Federation would be bound by Federation law, and thus unable to force foreign extradition for breaking Church Law, and that federation citizens could not be held to Orthodox Sigmarian Church Law, which was tied to Deutchrean Imperial Law, evne if they were practiticing Orthodox Sigmarites. Otherwise, religous groups would recieve equal protections as per usual.
This seemed a suitable settlement, in effect in legalized and offered religous protection to the prosecute Traditionalists, without bannign the Orthodox Church, but limiting it to operating within Federation law. but Ultiamtely in angered Soverigntists who disliked the talk of a single unified Federation law, they prefered the idea that if their Soverignty wanted to allow Deutchrean extradition, the Federal government ought not to step in to ban it. To this group, which consist primiarliy of reactionaries, anti-parliamentarians, anti-democrats, and a few conservatives, President Dyson was sending worrying singles of Imperial activity.
### Dyson's Second Term [[13678]]-[[13692]]
President Dyson's offering of an internal political settlement, while leaving the actual war as foreign policy up to the D.A.M overall proved popular, and won a smaller, but still impressive 67% of the vote.
Once in office, Dyson legislated his small religious reforms working with the Senate to establsih a Senatorial commission on religious issues, which call's on the D.A.M and the House of Lords to intervene when a lord allows religious persecution within their realm. At he same time, President Owen works with Speaker of the House of Lords Duke McIntosh to pass a general set of religious protections for the Federation, very much in line with those outlined above. Many of these protections were based on generalizing a revived set of protections extended at the very founding of the Federation to the Jyd-I and the Witchers'. (The former had this right restored from the very founding of the Second Federation, as D.A.M Bradley was a devoute Jyd-I. The Witchers' regained their ancient rights after they proved the only group capable of resolving the Daemon Crisis of 73921).
However, shortly into his second term, the growing religious tensions explode into outright war.
#### Start of the Germushian Liberation of the Godly Lands [[13680]]-[[13689]]
The religious tension between Orthodox, Traditonla, and Catholic Sigmarians were brewing for a while, but now were oveflowing. The development of the Traditional branch of Sigmarisn, had developed over the last three millennia following the collapse of the Germushian imperial state, which fled to the Rhineland galaxy, leaving the much more repulican Lordship of Germushia behind. The Lordship meanwhile had began to govern a former Versian territoriy with a large population of practicing Sigmarians, many Traditional, but also many Orthodox. The region was co-ruled by the Federation, and in some places Vers. This region of 'Lordly Sigmarian colonies' as the Federation, Vers, adn the Lordship of Germushia referred to it, then began to revolt, especially the legally oppresesed and socially maltreated Traditional Sigmarisn. Deutchrea took this as a sign of a revolution in the Lordship and sent its military to put the revolution down. When the military arried in the milky way from the Rhineland and found the Lordship fighting against its colonies, the Detuchrean military leapt to aid in putting down the revolution.
At the same time, the D.A.M and Duke McIntosh argued in the House of Lords that the religous laws obligated the Federation to defend the people of the revoluting corexia (a soverignty shared by the Federation and another nation) if the reason for their oppression by Deutchrea was because of their religion. This led to the D.A.M calling on the Lords to Raise their fleets for battle, where 123 of the 218 Lords present agreed to aid the D.A.M in her war. The D.A.M and her lords went to a vital system near the galatic core, through which the Deutchrean fleet would have to pass.
##### D.A.M Rajah teh Coward, the loss of the Lordly fleets, Federation on the Brink. [[13681]]-[[13683]]
Rajah refused to lead the fleets herself. She tasked Vice President Roberton Buckner with leading her fleet, while she tasked Admiral Sutton to take general command of the engagement. The result was a total diaster. The Deutchrean forces had god, superior quality ships, with better weapons, a superior quality of crew and officer, who were better trained than the Federation alternative. The Federal lords fleets were decimated, a total of 150 of the 329 Federation lords, of whom all 58 who's soverignties were in the Milky had lost their fleets. Word quickly spread to through the Federation lands that the fleets were gone. Piracy and revolution began running rampant and vairous popular groups seeing their chance to grasp freedom leapt for it, and Pirates seeing their chance to plunder without fear took it, raiding merchant convoys, cripping merchant princes and Eklords profits, and destroying the prices of goods along teh routes being pirated.
The D.A.M was herself attacked as she fled home. A group of pirates attacked the D.A.M's procession, destroying several ships and cripping teh D.A.M's capital vessel. Wilson herself was unharmed, but sevearl of her crew and senior personnel were killed. By the time she made it back to Earth, the majority of the Federation Hereditary and elected nobility was dead or missing, now in the early days of sucession' crisises, while rebellions, terrorist groups, pirates, reistance groups, conniving politicans, and explotiative eklords are free to use whatever means they want as no one has fleets to stop them. Crisis and chaos overtook the Federation, while the people yearned for order and stability.
## Start of The Third Federation [[13683]]-[[34872]]
President Dyson decided stability must be reached, and the threat must be stopped. To do this, he proposed a conceptional transformation of the Federation. This would inaugurate the Third Federation.
### President Dysons Transformation [[13683]]-[[13692]]
Taking the Federation from an equal collection of Lord Admirals, to making the Federation the Sovereignty of the Supreme Lord Admiral, and all the order Lord Admirals the D.A.Ms feudal subjects, solidifying a single, pan Federation House of Commons, and expanding hte power and role of the Senate and its members, to give the ability to do what was necessary to found a Federal Fleet.
President Dyson's transformative reforms can be broken down into two pieces: a conceptional shift, and the subsequent creation of a series of Federal institutions.
#### Founding of the Federation/Parliamentarian Fleet [[13683]]
President Dyson looked to Federation history, law, and legislation for a solution to the problem of Chaos. He saw that in the First Federation, there had been a single Federal government, and that the Senate was a descendent and preserving branch of that old Government. Owen thus proposed a transformative shift in understanding of the Federation: The D.A.M would renounce their sovereignty upon their election to the office of the D.A.M (the election mechanism was left undefined by Owne), which was no longer the first among equals of the Lords. Now it would be a lord-of-lords, the Highest-Lord-Admiral, who's soverignty was the whole Federation, and just as Lords had counts, the D.A.M would have the Lords.
This new pan-Federation sovereignty would have its own house of commons, elected from the citizens of the Federation, akin to that which President Magharb had brought in. The Senate would now be the Governmental and administrative branch of this Soverignty, bound by the Commons laws. There would be a single eternal supreme court, with a relatively unified pan-federation legal system, and a roughly outlined division of powers and enshrinement of the existing federations governmental structure.
Most importantly, and as a result of all of this, the D.A.M's new The Federation-As-A-Sovereignty idea would allow for the the D.A.M to have her own, pan-federation fleet able to enforce a relatively uniform pan-federation law on certain issues, constrained and controlled by the ancient Federation Senate. At the same time, the D.A.M would be limited in their overreach on sovereignties because its relationship to them would operate on the well established laws and customs of Lord to count and baron and count to baron.
this new federal fleet was quickly composed by hiring the pirates as the Federal fleet and professionalizing their leadership. At the same time, merchant ships which had become increasingly armed were brought in. This combined fleet was sent to protect the Federal boarder land which Deutchrea was inviding and campaigning in. At the same time, various arrangements were reached with revolution and revoluting groups to listen to their demands in exchange for aid in repressing those groups which refused to work with the Government.
Once peace was restoed, Owen then legislated aid for war industry to start production of a new Federal fleet, and teh training of a Federal army. This began a restoration of the Imperial economy, while the invasion served as a great national unifier, and motivated many lazy people to take up a join and protect hte Federation. Finally, owen made available a great deal fo funds for the development of colonies which would aid in the development of war and military industries. The result was a Fedeaetion wide economic revival.
#### The Decline of the Power of the D.A.M into Constitutional Monarch
President Dyson's reforms had another major consequence. While they did not remove D.A.M Wilson from power, they greatly limited the power the D.A.M could utilize without the support or backing of the President and the electoral and parliamentary system. This represented a fundimental shift in Federation govenrmental, legal, and political thought away from a Versian-esc feudal structure towards a more demcoratic constitutinal monarchical vision.
On the whole these reforms brought in a period of limited D.A.M power, a strong federal government with increasingly weak Sovereignty power (increasingly regulated by Federal law until the forth Federation breakdown of control). The House of Commons became the dominant political and law making body once again, like in the First Federation, the election of the President was seen as more important in peoples day to day lives than who the D.A.M was. The D.A.M was seen as taking part in increasingly distant, insular, opulent, opaque and increasingly became the attraction of Federation citizens who sought a soap opera to watch, and the lives of the aristocracy became incrasingly intersting to watch.
D.A.M Johnson did not create teh House of Business Represntatives, or hte House of Represatives, but he was very influential in its development. He worked vigorous to promote the EKlords and other wealth producing endeavours, and he sought to get Eklords and companies talking to one another, and when the House of Business would later come up as an idea under Madeline Laurencelle-Lobato de faria, the Eklords and their supports pointed back to President Owens Vocal support of the Eklords, business, property rights, and not-nationalizing thigns if it can be avoided so as to aid in welath creation and economic growth as reasons for the justness of their cause.
### End of the Germushian Liberation, Conservative electorial backlash [[13689]]-[[13692]]
The restored Federation fleet and economic boom allowed the Federation to aid Vers in repelling hte Deutchrean invaders, however the revolting region gained its independence, becoming the Liberated Paradise of Sigmarism, a short-lived state devoted to religous toleration which fell apart through splintering religious groups and increasing tentisons between them.
With Deutchrea defeated, the D.A.M Dyson asked his new Vice President, and *The* Federal Admiral Ben Dreyer to use the fleet to restore order and stabilty to the Federation. To this end, the fleet was turned against any remaining rebellious regions and holdout revolutionaries, which were quickly and thoroughly wiped out.
By the end of Presidnt Dyson's second term, the Federation had been fundimentally transformed, yet in a very conservative manor, with its overall power-structures remaining, on the outside, the same. Dyson ran for a third term, but at this time the Conservative accusations of Imperial Centralization were seen as valid, meanwhile progressives felt disillusioned, the moment of reforming and transformation having passed and the changes only looking minor and inconsequential in the grant scheme. This conservatism was embodied in its Candiate for President: Vice President and *The* Federal Admiral Ben Dreyer.
The electoral base which Owen had ran on vanished. His reforms were not unpopular, but his modernization and restoraiton projects were seen in a much more positive light. However, Owen himself admitted that the Federal government didn't have the money to keep restoring and rennovating the Federation. The subsidies would be used to aid Lords in restoring their navies, while taxes would have to be raised to fund the Federal fleet. Progressives demanded that if taxes be raised, it be used to fund new fedearl social services, while Conservatives argued that the Federal fleet, and the burgeoning Federal beaucracy needed to be slimmed down, or at least have its furhter expansion stalled.
The conservatives under Dreyer won this and the subsequent three elections, seeing out the death of D.A.M Rajah Wilson. She was replaced by her loyal advisor, and sometimes friend Duchess Victoria McIntosh. Upon her election, she brought in a new age of limited liberalism, now with a the limited liberal President Yevgeny Taiwo, a limited liberal house of commons, led by the rising star of McIntosh's Limited LIberalism Prime Minister Karl Orwell.

## Rise of the Fourth Federation [[58924]]
### Admiral Malik Nallim (office: 58924-58950) siezes power
In a time shortly after D.A.M Roger Cannadine (45155-58924) passed, and President David Scrouton () was weak in his political power, a rising admiral, recently made vice president, Malik Nallim, began to become increasinyl politically important.
Eventually Malik would use agitation in the Federations Dominoin whcih controlled the Utopia galaxy to justify miltary intervention. AS the intervention became more extreme, the people of hte whole the UNited Federation of Earth in the various colonies and dominoins spanning the various galaxies which the Federation now occupied, and whcih the resistance was spreading too, began agitating for less extreme treatment of enemies during teh war.
Admiral Nallim refused to soften his blow, and isntead used the coming president elecetion, without renouncing his position as Supreme Grand Admiral of the Federal Fleet, Chairman of the Senate Committe of Defence, Senator for hte Federal Fleets, and as vice president is in Control of the Genereal Executive COmmittee of the Senate, to announce his cannidacy for the office of D.A.M., and his running for the Presidency. He was extremely popular with those who worked for or with the Federal Goverment, but the lords and most popular groups opposed Malik, seeing him as a wana-be imperial, possibly Palpatine reborn.
Through backroom deals, manuvering, and the use of the Federal military as his personal weapon, Nallim convinced the Lords on Earth to make him D.A.M - based on his shared status as what was bascially a Lord admiral he argued. The Supreme Grand Admirality being in essence hte Admiral in Charge of the Federal fleet, whcih for many Hereitdary lords in the saw as the foundation of their power, and wanted to support a D.A.M who would empower naval lords, and weaken the Federal fleets, or at least the Federal Governments intervention in thier sovereignties.
Having secure the office of D.A.M., Nallim used fact that the old federation technicallity that the D.A.M appoints the president on adivce of teh voting masses of the Federation to make himself President. This is beacuse the perogative of selecting the president lies with the D.A.M (Something D.A.M Emily Goodwin would reofrm away, isntead obligating the D.A.M to respect the results of the election).
Sidelined President Scourton then fled to Utopia to join the angered lords and populus. D.A.M Nallim responded by increasing his violence, dismissing the House of Commons from session, claiming that its legislative perrogative was an extension of his own perrogative, and he was revoking that perrogative from the Commons. Similarly, as his increasingly costly and persuactorial war went on, the economy began to collapse. The Eklords and their reprsentsives in Business, whom had long been supporters of Malik, pulled their support. Malik responded by attempting to Nationalize many of the Company's which sat in the House of Business.
However, the Eklords had strong legal protectoins dating back to the progressive early third federation D.A.Mdom of Madeline Laurencelle-Lobato De Faria (r. 16327-16340), during which D.A.M Laurencelle-Lobato De Faria tried to remove the right to hereditary inhereitence from hereditary sovereignties, and destroy the Eklord system by nationalizing many of the near-monopolies which had been established. She failed, the Eklords united with the Heriditary Lords and the Merhcant Princes, freezing Federal trade, crashing the economy, and cripping the recently established Federal military. Shortly after D.A.M Madeline Laurencelle-Lobato De Faria was removed from office by collective vote of the House of Lords, the Senate, the House of Commons. She was followed by D.A.M Philip Douma (r. 16343-17012), who legislated the House of Business Representaives into existence, granting Eklords who sold over of a special class of dividend paying share of their company to the Federation (which would, at this time, be used to provide a small universal basic income to Federation citizens, later reformed into its modern system of one share granted at birth per federation-born citizen) the right to vote (or appoint a proxy to vote) on amnedments to, and announce their support or lack of to legislation regarding the economy and busienss, as well as to regulate their repective industries.
D.A.M Nallim's attempt to nationalize several major Eklord's Company's was met in a similar manner as D.A.M Laurencelle-Lobato De Faria's. The Eklords quit trading with Nallim's Federation, and shifted their support, in industry, in agriculture, in trade, in capital, in connections, in propagandizing to their workers, to favour the rebels and the revolting Lords. Within the Senate, the sole body of Federation government, and the Federal power structure loyal to D.A.M Malik Nallim, there was great dissention on whether to continue to support the D.A.M. The war was seen as greatly dishonourable by the enlisted personnel and officer corps alike. Even those on the Defense Committee were questioning the point of such widespread and brutal oppression. Meanwhile, costs of war material, and paying Federal personnel, had skyrocketed. The Government had taken on massive amounts of debt, and was struggling to fund its war, its social services, its administration, its obligations, and its debts. Declining goods, under executive order from the D.A.M. were to be allocated to the war effort first, and everything else second. Within war effort allocations, the order of the day determined what should be given priority. Because of communication delays, this often meant chaotic and contradictory instructions arriving in short order at production points, causing economic chaos further making production of anything for Federal use impossible. Finally, without the House of Commons, several key pieces of legislation and reform could not be passed. The Senate was not confident it could act of pronouncements from the D.A.M, as the courts refused to offer an opinion on if said pronouncements carried the weight of law, instead stressing the present state of Emergency.
Increasingly intrasigent and isolated, the D.A.M pushed to shrink the Senate, so as to focus it on the present war, disabiliing its social service functions. This was the last straw, and the Senate revolted, calling an immediate meeting of the General Executive and electing itself a new Vice President. Shortly after, the Committee of Defense launched an impromptu session, and announced the appointment of a new chair, the new Chairman of hte Council of Grand Armirals Edward Wellington III. The Senate then announced its goal of restoring positive relations with teh rebels, and the militaries immediate end of hostilities.
Malik was now trapped in a corner, his only aid left was a handful of Hereditary lords who had backed up. But they sensed the political winds shifting and quickly put their arms down, calling for a meeting of the House of Lords to elect a new D.A.M, as they argued the current D.A.M was not from Lordly stock, and so was not a legitmate D.A.M. Within two years the Lord's met and elected D.A.M Victoria McIntosh from the McIntosh line which dated back to the foundign days of hte Second Federation, and where Thomas McIntosh had been the Second Lord to hold the D.A.Mdom, to the throne. In those two years, Malik's holdout fleets and armies were defeated by a coalition of Lords and Federal fleets, while presidential and Commons elections were underway.
Mallik himself was taken prison, and tried by the Federation Supreme Court, which found him guilty of Treason, Acting in the Manner of an Emperor, Seeking to Create an Empire, Undermine Deocracy, Dictorial Actions, Warcrimes - elevated by being agaisnt Federation Citizens, use of hte Federal military for personal issues, falsely assuming the character of an aristocrat without having earned it, election interference, and numerous other crimes.
Federation Historians are often uncertain of just when the Fourth Federation should be said to have started. No matter what, all of them are forced to reckon with D.A.M Malik's tenure in office. His ascention violated almost all the Federations unwritten election norms, and he utilized loopholes in Federation governance to seize power.
He was a dictorial autocrat, but also a brilliant Admiral and general when he chose to take campaign, operation or battle level command. He was a master of logistics, and understood the ways to combined warp drive tactics - reforming the fleet to focus on ships which could withstand rapid jumps to warp, dropping out ot change directions, while delivering massive firepower, even at the expensive of defensive capabilitiesm allowing his fleets to outmanouver and speed past the larger, more well armed fleets of yore - guirallia hit and run void-drive tactics - using the drive to jump into jkey system, cripping them, then warping to the edge and voiding to another nearby system, scattering and reforming in bursts to keep the enemy distracted - and logistics to keep these operations afloat - designing routes with resupply raid points, and working with pirates and small tradesr to resupply ships and move people and personnel about as needed - such that even when he'd have strike forces invading the hearts of enemy systems in tiny dwarf galaxies orbiting triatorous full galaxies like Maldeth, the troops would never be lacking in ammo, food, or other supplies.
Some historians who prefer to start the Fourth Federation at the later Swanzy period treat Malik as either a one off, short term dicator at worst, or at best a sort of canary in the coal mine for the coming fourth federation. Most Federation historians see Malik as either the clear signal that the fourth Federation had begun, or the signal of the new age of the Forth Federation. This is because Malik normalized to much greater degree than most other canidates for first D.A.M of the Fourth Federation the use of D.A.M Perrogative power, to a near absolutist degree. His positoin as both D.A.M and VIce President was widely though to violate establisehd norms and customs, but the courts were unable to act as a law banning such practice was only brought in after the fact, and of little practical importance for most of the fourth federation.
Others point out Malik's assumption of teh positon of Supreme Grand Admiral the office of S.A.M, a title which dated back to the mid-late Third Federation, an attempt to restore a reformed and reinvigorate the office of *THE* Federal Admiral establsihed by President Dyson. However, it is widely agreed by historians that the two could not have been more different. the Federal Admiral command at the behest of the President, under the suprevision of the Committee of Defense, operating within bounds set by the Prime Ministers; Cabinet member Minister of Defense, who himself had to get any changes in powers for the Federal Fleet to be passed by the House of Commons and the Senate. Rhe fleed admiral was admittedly powerful but his power was constained by law and obligation, and he could be quickly revoked from his positoin. Malik had the loyalty of the top admirals and Generals of the Federation, who felt neglected in the increasingly peaceful and anti-war federation, which saw the Federal fleet a relic of a past age, only around like the increasingly anacronistic, pompfilled but ultimlately pointless fleets and armies of the Lords. The military was struggling to get budget equal to social services and debt spending, and Malik had not only proven military skill, and long lasting loyalty with members of hte military, but he also promised to give them the funding and resources they wanted. This ensured their long lasting loylaty, evne if it meant manfuactinrgi and ampllifying a crisis against Federation citizens.
Malik was able to ingratiate himself with the Lords, and deflect from critcisim of lacking a title by both appealing ot the hereitdary Lords martial heritage, but he also 'became' one while vice president by exploiting the fickle nature of democracy. He ran in one of the Democratic soverignties, the anceint at times nieve Roy sovereignty, while they were having an election for the position of Lord, and because of his office and connections he won. As a Lord, he was then able to attend teh house of lords, participate in votes, and used his power and connections to provide support for those Lords who befriended him, showing them he could fulfil the office of D.A.M and because of his connections, and his positoin as Vice President, he could use the government ot help the lords. Because of this, many soveringite,s democratic and hereditary, supported him because he would cut the federal govenrment back from interfearing with them, restoring power to the soverignties, and in effect becoming more democratic because of it.
All of these tendencies would become normalized until they were regular features of the Fourth Federation, brought to an end by D.A.M.'s John and Emily Goodwin. Disappearing only in pockets of Good D.A.M's.
### End of Mass Colonization
### D.A.M Swanzy's attempt at Empirdom 61023-63406
The election of the eccentric and unwanted DAM Doctor Swansea was a shock to many. In the wake of Nallim's extreme actions and attempt to sieze power, and his short lived populist successor former neural-experience star Johny Rocker, the eccenttric researcher was seen by the Lords as a stable choice. Odd as his actions might had been, the lords felt that they could control him, and that his interest in search would lead to storngstrong funding of the failing Federtaion university system. DAM Swansea's right hand man, Johnathan Reid, would become known for his brutish habits as the enforcer of Swansea's will..
The dislike for DAM Swansea culminated when it appeared that he was moving to de-power parliament, passing massive and horrifyingly invasive laws like the War Measures Act or the War Powers Act. Creating a specialized military organization at the direct command of the DAM, absolutely loyal to the DAM above even the state. Army No.501 would become famous for their brutal efficiency, and their trademark pitch black armour, and their ability to seemingly appear from the night. The creation of Section 31, a specialized internal beyond-top secrete above parliament agency based on Section 31 of the War Powers Act, which reads:
"N.31: During times of extreme threat, any action taken against anyone acting against the Federation of Just, so long as it is done to maintain the Federation. N.31.1: If any action should violate a Federal law, then said action shall be investigated by secrete committee which never happens if found the action would unquestionably benefit the security or stability of the UFE."
Further stressing the UFE, DAM Swanseas actions to depower parliament from passing any new laws and passing all legislative power to the House of Lords, and make himself and the privy council absolute judicial authority, the already weary Peoples Federation of Utopia threatened open war if Swansea did not step down.
### The Federations' (Second) 'Golden Age' [[63406]]-[[68139]]
#### D.A.Mdom of Johnathan Reid [[63406]]-[[68140]]
In order to prevent an all out civil war, Johnathan Reid murdered DAM Swansea, holding a snap election, using the newly passed election laws passed by DAM Swansea that would guarantee his Sovereignties victory in the House of Lords, and therefore the election, DAM Reid was quick to take the throne, and immediately repeal said law. As well as many of the previous bills passed under DAM Swansea, before eventually doing the absolute insane idea of declaring the entirety of federal legislation passed under DAM Swansea as the work of a trader, and therefore under Section no.31 could be justified in being removed from the legal system.
This would keep the PFU in line for a while longer. DAM Reid would work towards securing a much stronger relationship with the Empire. Eventually falling in love with the Daughter of Darth Allusia, DAM Reid would resign from his position to marry Catharine Vers Allusia, heir to both the Imperial crown, and the Versian crown.
Upon stepping down, the two would marry, Johnathan would take the Imperial crown himself and be knighted as emperor and Sith Master, himself knighting his wife empress and Sith Master. The two would then head to the Vers empire, and reveal to the Collosius that they were in fact the rightful leaders to this empire, and had the military might to support their claim.
Because Emperor Reid was a vampyr, and would infect his wife with his curse, the two would live for millennium barely aging, and ended up having three children. Camilla, Samantha, and Asseylum.
### End of the Golden Age, dawn of the 'Dark [[D.A.M]]s' [[68140]]-[[68186]]
The Great D.A.M, now co-Emperor of the Imperium johnathan Ried accomanies hsi new wife Assylum Vers Allysia, heir to the throne of hte Imperium and rightful heir to the Versian Rhone, to Vers in order to restore her title 68144
Following DAM Reid leaving office, the UFE was thrown into disarray. A series of DAMs would take office often ruling for only a couple of decades before being overthrown or eventually voted out of office.
### Joining the Universalis Confederation; fall from the top [[68186]]-[[68999]]

#### Collapse of, and then destruction of the Rhineland Galaxy [[68334]]-[[68932]]
The Germushian peopples new homeland, the Rhineland, where Germushia, Deutchrae, and Venezular had moved to before its destruction, begins to fall pray to the Plascourdron scourge, terrorizing and crippling the Rhineland galaxy. As a result, the Church of Sigmar temporarily lifts its ban on AI, and calls on all other powers in the Universalis Confederation to Aid it. The federation raises many fleets, both federal and lordly, in an attempt to aid the Germushians. However, this would ultimately fail, and the Federation isntead sent millinos of systems-ships, each capable of carrying a trillion people, to the Rhineland. Most were given to the Venezuelarians and the toehr members of hte Germushian Republix, while some were given to Germushian free traders, and a sizable amount to the Deutchrean empire.
## The Low Point of the Fourth Federation: Darkest [[D.A.M]]s [[69000-81608]]
### The Reign of the Mad D.A.M Jennifer Rosendal - (69938-72932)
This would culminate in DAM Jennifer Rosendal, who would attempt to fulfil DAM Swanseas goal, and once again tried to remove parliament from power, and did a surprisingly good job of it. With heavy support from the Lords within the Milky way, and the 501st having infiltrated most major positions within the military, and section no.31 controlling the rest, the resulting civil war was not just between the people and the government, but also the PFU against the UFE in a war of independence.
This war would end in the UFE when DAM Rosendal was tracked to Kamino, the basing planet for the 501st, covered in 97% oceans, the DAM would spend 3 years fighting a submarine battle moving from massive underwater city to underwater city, loosing a fleet of ships until eventually being murdered during a coup by the ships fifth head cook during dinner after the DAM asked why the food tasted stale, having not resupplied in over nine months. The murder weapon was reported to be a long, thin loaf of bread baked three weeks before sharped into a sword by what was reported to be rats teeth.

As the UFE fell into a death spiral, the colonies began to whisper of independence, the First Order had increased their trade within the milky way, much to the fear of those within, while the economic minded DAM Zenin Pawluk took the profits from the trade increases. He would remove the 501st from being a legal entity. Instead replacing it with a private military company who was owned by the First Order, who received a no-bid contract on constructing a moon sized station to house a spec-ops unit of these private military contractors to deal with piracy and terrorist activities within the area. The elite teams would deploy in small squads aboard corvettes and cutters to quickly appear in systems and deal with various issues in a quick and discreet manor.

In service of making money, the UFE fleet was overhauled to use Hyperdrives manufactured by the First Order, at the recommendation by Pablo Escobar. As Zenin worked to depower the UFE, Pablo Escobar would force Supreme Commander Snoke of the First Order to accelerate his plans. When Pablo spoke in front of the Universalis Confederation, revealing how the First Order had stolen a large chunk of his fortune, forced themselves into controlling his government, and were working on taking over the Universe, he was assassinate by Kylo Ren, who then fled to his Star-Dreadnought and ordered the destruction of the station holding the Universalis Confederation representatives. While it would ultimately be unsuccessful, it would give Kylo time to run.
### Kylo Ren of the First Order comes to the Milky Way to bring Supreme Commander Snoke into power of the United Federation of Earth [[81611]]
Upon his return to the milky way, he released a virus into the hyperspace network that would prevent the UFE fleet from being able to use the much faster transportation route they now depended on. At the same time, the virus carried a message to any imperial ship to execute order 66, which would declare war on the UFE and immediate make way to rejoin with the areas lead command ship and began an organized attack on the UFE.
When Kylo Arrived at Earth, he brought with him a fleet of imperial ships and launched an all out assault on Winnipeg. Attacking each of the houses of government, at the same time the houses were voting to remove DAM Pawluk from his position. The vote passed within parliament moments before artillery shells destroyed the building. The more well shielded house of lords was instead the battleground for a nine week seige as the Lords and their "personal guards" numbering in the millions defended the government building and the void-transporter inside, beaming personal to Luna, and from their taking safe passage aboard a luna knights ship to their Sovereignties.
### The Rise of John Goodwin [[81710]]-[[81761]]
Over the next decade the first order fought the disorganized UFE, quickly conquering all but the galactic northwest, with the temporary capital of the United Federation of Earth being Terra Nova.
While the UFE fleet held the Imperial fleet in the North off from invading, mostly due to the patrolling star-holds, the south western front was a different story. The Federation fleet, focused on the south while the lords held the north, and the federation fleet was fighting for survival. While initially composed of nearby ships, stragglers fell in during the nine years of fighting to create the borders as they were when John Goodwin took control of the recently captured super star destroyer, renamed the Sovereignty.
Lord Goodwin would renounce his title in trade for sole command of the SSD Sovereignty, as well as command of whatever fleet he could muster behind imperial lines in the Sovereignties name, acting DAM Donald Lewer agreed to the deal, and Lord-Admiral John Goodwin embarked on his 50 year journey to destroy Defense Station-1.
For the first ten years, Lord Goodwin and his fleet of ships snuck behind enemy lines, using the relatively scattered fleets in the north to quickly make it to the south, and then taking a slow but steady crawl before arriving at the space between a number of key systems where DS-1 Lied. Lord goodwin would launch a doomed assault on the station. Foiled when Kylo Ren arrived with the First Terran Fleet, containing the Terra-Hold, 12 Star-Dreadnoughts each of which had 16 super star destroyers, who themselves had 26 star destroyers. The UFE fleet was outmatched and quickly fled. Using the skills it had gathered over the last 10 years to disappear. It would spend the next 40 years being chased by Kylo Ren, while working with local resistance and pirate groups to destroy imperial systems and weaken the war front while diverting resources to deal with them.
This would allow the Federal fleet to push through the southern border and eventually reunited with Lord Goodwin. During the final battle, Kylo Rens Starhold was destroyed above the ice-planet of Helzith, where he was thought dead.
## Goodwins Golden Years [[81762]]-[[81840]]
Lord Goodwin would be welcomed back into the UFE and even have his title restored to him, and would join the war effort, helping in spending the next 30 years fighting to retake the UFE. Lord Goodwin was also the first lord to appear in the Sol system, and during the stalemated spacebattle convinced the Luna Knights to end their millennium long oath to not interfere and finally join the galaxy as a whole. The Luna Knight response was a over 10,000 drop pods launched from luna to Earth, and the death of Supreme Commander Snoke within two weeks.
With the loss of both their leaders in such a short time, Governor Thrawn would take the throne of Supreme commander and order the First order to completely retreat back to the Sheeve Galaxy. Lord Goodwin would be elected DAM relatively soon after the civili war ends, with great popular and pollitical support. His Anti-Imperial Unified Federation party is in control of the COmmons, Business, and the Senate, and Goodwin is extremely personally popular with the Hereitdary, Constituional, and Demcoratic lords.
After DAM Goodwin took the throne, he repealed the War Measures Act and War Powers Act, along with numerous other pieces of worrying legislation. Following the reforms, heavy sanctions were placed on the First Order, but it would not be enough to prevent another all out war.

WHen [[D.A.M]] John Goodwin goes to step down, he brings in a large package of governemnt reforms for a vote, designed by his grandaughter Emily Goodwin, which solidified the Federations system of governance, attempted to refomr the greatest areas of issue, restart the economy, and prevent hte collapse and anarchy because of long lasting structural issues which culminated in the Forth Federation. Make selection of the D.A.M more clear, among other reforms.

The war had crippled the UFE economy. Most trade was being done by military fleets, and most of the governments budget went towards starship maintenance or paying troop salaries. While the ancient government who still had many holdovers from the past regimes and tens of thousands of years of legislation. DAM Goodwin, wanting to retire decided to step down from office and hold an election.
The election race was close between two major candidates, Emily Goodwin, Granddaughter to the current DAM running on a campaign of heavy reforms to the government. Her opposition, John Hellsbeck, was running on a platform of security above all else, with the not so secrete goal of making the UFE the largest power in the universe by incorporating the other nations by choice or force.
When DAM Emily Goodwin was elected by just 9 seats in the house of lords, the future of the UFE was set. Within a year of her election, she did as she promised and executed heavy parliamentary reforms, converting the House of Lords into its own distinct branch of government fully separate from Parliament itself. At the same time she further enforced the belief that the Lords own and Legislate over the Lands while parliamentary legislates over the people and their actions. At the same time she issued reforms in how the Dominions should be handled, giving them an even higher degree of autonomy, by allowing each of them to be their own version of the federation parliamentary system, with a KinderDAM or JugendDAM being the head of state and government. As well, she created the Dominion of Terra Nova, being the Dominion in charge of the Milky Way, under the initial leadership of John Hellsbeck. DAM Goodwin then turned the UFE into just being the Sol system, and any of the lords of colonies who aren't part of any other full dominion.
Beyond the reforms in government, DAM Goodwin's reforms in the military and navy were huge. Converting the UFE army from the 30,000 year old AR-52 rifles to a modern small scale, elite combat force deployed with the most advanced weapons and armour that can be mast produced. Supported by a network of drones and operators the new UFE army is the most technologically equipped in history.
DAM Goodwin would also nationalize the hyperspace licensing bureau, creating four broad tiers of licenses: Civilian, Small-Trade, Medium Trade, and Large Trade. At the same time, the naval reforms allowed the UFE to downsize their fleet of sometimes ancient ships and sell those that could off to the other Dominions, while retrofitting and building new fleets to take their place. At the same time, DAM Goodwin legislated that for ever 3 military naval vessels of _any_ class one ship must be made for the scout services and sold at cost.
These reforms, along with the passage of legislation allowing any federation citizen to take a pilgrimage to the jewel itself, as well as free once in your life relocation to any other world within your dominion free of charge. As well as subsidizing intergalactic trade with heavy subsides on voidgate transports.
