## Statutory Law
1. **Federation Military Code (2111)**
1. **Section 10.5:** Upon the issuing of pay, the Earth Defense Force will match the contribution of any member to the pension 1:1 up to 15,000Cr into the pension each year. From 15,001-30,000cr, it will be matched at a rate of 2 credits from the EDF member will receive 1 credit from the EDF. Above 30,000 the EDF will make no contribution.
1. **Section 10.5.1:** Pensions of those who have joined the Earth Defense Forces by transferring from a previously established national defense force, shall be able to fully transfer and draw upon their pension as previous established.
2. **Section 12.13:** If the pensioning EDF member is deceased, The legal spouse and recognized legal descendants of an EDF member are entitled to draw upon the EDF members pension funds so long as they exist.
1. **Section 12.13.1:** If the EDF member dies during active service, the EDF will max out the possible pension contribution.
2. **Section 12.13.2:** The maximum amount drawn in a month is set by the EDF member.
3. **Section 12.13.3:** If no claimants to the pension appear within 10 years of the EDF members death, the EDF is able to close the pension account and claim the funds for itself.
- **First Federation's Bill of Rights (2115)**
- **3.2:** "Citizens of the United Federation of Earth and citizens of the Nations of Earth recognized by the Federation have the right to express themselves however they see fit, so long as their expressions are composed of statements which the utterer confidently believes to be true."
- **Charter of the Sovereignty of Nyamn**,
- **33.14.2:** This section states that only the citizens of the Sovereignty of Nyman may run for the political offices of the Sovereignty of Nyman.
- **Section 35:** This section explains the path for gaining citizenship in the Sovereignty of Nyman, specifying that to gain citizenship one must reside in the sovereignty for a continuous 50 years, have work and social connections, including an employer and peers from outside of work who will vouch for the person under consideration, be clear of a criminal record, and be seen by the community of the Sovereignty as a fitting member.

- **Second Federation's Bill of Rights (4500)**
- **2.1:** "All Rights listed herein are created within and confined by the limits of the laws of the Sovereignties in which an individual in question is subject of. If there is conflict between the law of the Sovereignty and the law of the Federation, the sovereignty will triumph unless the law is the creation of the House of Lords, which created the boundaries in which the Sovereignties operate."
- **3.1:** "All soverignties must insure their subjects have a method of acquiring those things which are necessary to sustain human life: food, water, air and sleep."
- **3.2:** "Sovereignties must offer their subjects a means of protecting themselves from violent threat, so long as the threat does not come from an agent of the Sovereignty, its master, or the Federation via the Senate."
- **3.5:** "The subjects of all Sovereignties of the Federation are free and empowered to express themselves in any which not traitors to their Sovereign or the Federation, even if the expression is bordering on slanderous or is offensive to those in power, as has been the traditional and natural right of Federation citizens since before the First Federation."
- **3.8:** "Sovereignties must have a method of ensuring the inalienable Rights proscribed by this law are upheld within the Sovereignty; those rights which are deemed alienable, or partible must be restricted in line with the terms of this law."
- **Third Federation's First Bill of Rights (13683)**
- **3.0:** "These Rights apply to all All Citizens of the Sovereignty of The United Federation of Earth"
- **3.1:** "All Citizens of the Sovereignty of The United Federation of Earth ctizens have a right to seek legal recourse for wrongs"
- **3.2**: "Citizens of the Sovereignty of The United Federation of Earth have a right to the safety of their person"
- **3.2.1:** "if it is necessary for a citizen to protect themselves by force, so long as the citizen is not found to be the aggressor in a court of law, the citizen has the right to defend themselves with force, including weapons, if necessary.?
- **3.3:** "All Citizens of the Sovereignty of The United Federation of Earth have the Right to Expression their opinion on the present state of the Sovereignty and the things within it, so long as it does not rise to the level of high treason, without fear of state retribution"
- **Third Federation's Second Bill of Rights (27363)**
- **3.3:** "The Government of the Sovereignty of the United Federation of Earth shall make no law which infringes on its citizens right's to seek employment under terms acceptable to them, so long as those terms do not violate the citizens other rights."
- **3.6:** "The Government of the Sovereignty of the United Federation of Earth shall make no law which infringes on its citizens right's to express themselves in whatever manner they see fit, using whatever means they see fit."

- **Rights of Citizens of the United Federation of Earth (39241)**,
- **4.2:** This section outlines the legal requirements for Sovereignties to offer a pathway for Citizens of the Federation to immigrate.
- 5.1: This section specifies that Federation Citizens have the Fundamental right to Social Welfare, meaning all Federation Citizens must have access to the benefits of the Sovereignty in which they live, and the Federation in General.
- **5.2**: This section specifies that Federation Citizens have the Fundamental right to Food.
- **5.3:** This section outlines the legal Right of Federation Citizens that providing no other *valid* impingements stand in the way, if a democratic office exists in a Sovereignty Federation Citizens must be allowed to run for it.
- **Federation Employment Act (48392)**
- **2.2:** "A Federation Employee may not be unfairly punished, harassed, harmed, or otherwise targeted by their employer or those designated the superiors of the employee by the employer."
- **2.4:** "Federation Employee's retain the right to engage in collective bargaining in the majority of industries unless suggested by the Senate on advice of the House's of Commons or Business."
- **4.9:** "An employment contract is invalid if it would call on signatories to violate their statutory, precedential, and historical rights."
- **House of Business Company Rights Act (53121)**
- **2.5:** "A company legally residing with Federation territory retains the right to create employment contracts which pay on the basis of work done in lieu of hours worked."
- **3.2:** "A Federation Company operating a work-living arrangement retains the right to charge employees for extra services than those agreed to in the employee's work contract."
- **Fourth Federation's First Bill of Rights (58924)**
- **4.4:** "Neither Parliament nor Lords the United Federation of Earth shall enact any law which abrogates their citizens' Freedom of Speech, nor of the Press, nor of peaceful gathering, or of petitioning their Government for the fixing of wrongs."
- **Fourth Federation's Second Bill of Rights (66201)**
- **5.2:** "The following rights are not to be abrogated by any Government which is under the jurisdiction of the D.A.M. of the United Federation of Earth, or someone under them: the Right to Free Thought, the Right to free belief, the Right to free opinion and free expression, including the Right to the freedom of the press and other media of communication from governmental interference."
- **[[An Act Specifying Available Manners of Maintain the Food Supply during Work Shut Downs (68352)]]**
- **5.2:** This section establishes that Corporate Entities within the Federation have do not have to give employee's food if the employee's are paid enough to buy the food themselves at fair market rates.
- **5.5:** "Because the Federation is so wealth and abundance, all people residing with in the Federation have the right to enough food each day to sustain their themselves."
- **Fourth Federation's Third Bill of Rights A.K.K 'The Victims Bill of Rights' (81601)**
- **1.1:** "The Federation will now consider collective rights over individual rights."
- **1.2** "Collective rights can be found by any collection declaring itself corporate and defining their own rights."
- **1.3** "If there is a conflict of rights, the least maximal protection of collective rights must be achieved. If between collectives, the ruling should favour the most marginalized, precarious, or otherwise disempowered group."
- **2.0** "The default collective is anonymous. In this collective, one is not granted the right to a self-identity but is granted the right of absolution from penalty for action."
- **2.1** "Citizens must be part of at least one collective, but the number they can join is inversely proportional to their real power."
- **2.3** "The most precarious or marginalized is determined by the present general consensus of the Federation population."
- **2.4** "Federal law should not be understood under a textualist or originalist view. To preserve the evolving nature of the Federation, and to ensure its responsiveness with the groups the Federation exists to serve, [each group] shall determine how best to interpret their own laws."
- **5.0:** The rights of Federation citizens are most importantly: the right to equality, the right to anonymity, the right to progress and liberation for the chains of the past.
- 5.1: Citizens of the Federation have the right to justice via judgement from their peers.
- 5.1.1: Judges, lawyers, and other parts of the legal profession, as a symbol of elitism and the constribution of a hierarchy thus antithetical to equality, are banned.
- 5.1.1.2: In their places, the anonymous collective will act as judges, while former legal professionals may step up as unpaid peoples advocates.
- 5.1.2: courts are now to be run by the people for the people.
- **5.1.2.1:** The exception is the supreme court, which the D.A.M. and an appointed coucnil of citizens serve on as Chief Justices.
- 5.2: all federation citizens have the right to be free from the tyrannny of tradition, the pain of precedent, and the oppression of obligations.
- 5.3: No Federation citizen has the right to owning the labour, or life, of another, even in the form of debt
- **5.3.1:** No federation citizen has the right to hold the debt of another in any form;
- 5.3.2: No Federation citinze has the right to go into debt
- 5.3.3: Every Federation citizen has the right to access credit
- 5.4: all Federation citizens have the right to a bank account, communications infastructure, augmentations, desirbale human made consumer goods, housing, jobs, and access to star ships.
- 5.5: All Federation citizns have the right to an income propotionally opposite to their taxed income paid for by progressive taxation on income, revenune, and wealth
- 5.6: no federation citizen has the right to any heridary goods; nor the right to reproducel
- **5.7**: "Citizens of the Federation have a Right to avoiding and reducing harm or offense from others in thought, or corporal form."
- 5.7.1: Federation Citizens of historically non-majority religions have the right to safe practice;
- **5.8**: "Citizens of the Federation have a Right to express themselves"
- **5.8.1**: "however to prevent conflict with the preceding Right to No Harm, this Right can be limited to requiring adequate protections be taken by the speaker to mask their identity"
- **5.8.2** "If adequate protection is not taken, those citizens who's right to not be harmed or offended in thought or person have a right to take action to expression their own displeasure, whether through equally if not greater hurtful rhetoric or for the purposes of social cohesion mob violence."
- 5.9: Federation citizens do not have the right to freedom of any and all religion, their religions must not be oppressive, harmful, intolerant, or racist, sexist, or in any way bigoted, exclusionary, hierarchical, or opposed to the concepts of equality and equity
- 5.10: Federation citizens have the right to engage in progress, overturning and preventing the conservative stagnation which has putrified the Federation through its history until now.
- **Federal Restoration Act (81610)**
- 1.0 By Consent of all parts of the Federation Constitution, D.A.M. Zenin Pawluk is stripped of his rank and title, declared a traitor, and those loyal to him are declared traitors and enemies of the Federation.
- 2.0: Sections: 1.3, 2.0-4, 5.1-3, 5.5-6 of the **Bill of Rights 81601** are nullified.
- 2.1: Remaining sections are left to the discussion of Soverignties to retain at their own will.
- **Fifth Federation's Bill of Rights (83370)**
- **1.0:** This Bill completely and totality abolishes and repeals the **Bill of Rights (81601) (BOR 81601).**
- **1.1:** All precedent generating as a result of **BOR 81601** is declared null and should be discarded.
- **1.2:** Parliament is forbidden from enacting any law which violates the individual rights of citizens.
- **1.2.1:** Collective Rights are to be subordinated to individual rights, not destroyed in their favour.
- **1.2.2:** Unless the collective right is established by legislation or was well-recognized by Federal courts prior to any precedent born ~~during the period of **BOR 81601** enaction. ~~
- Amended 83376: as a result of or which is dependent on **BOR 81601;** though precedent born of this period unrelated to the **BOR 81601** may retain its legal validity.
- **1.2.3:** Or has otherwise become founded through precedent established prior to, or after **BOR 81601**
- **2.0:** The Following are the fundamental individual rights of all Federation citizens, and all people residing in Federation territory. At their core they are: the right of the individual to life, liberty, secutiry of the person, and enjoyment of property, and the right not to be deprived thereof except by a fair trial which abides by the due process of law,
- **2.1**: "Anyone within a Federation Sovereignty has the Right to free Expression, so long a the expression is honestly believed true by its speaker, and does not rise to the level of slander, libel, defamation, a call to direction threat or action of physical violence, high treason, or other such speech which truly and greatly threatens the common good of the Federation."
- **2.2:** This includes the freedom of the press, of data-feeds, of communication, and other forms of communication.
- **2.2:** Anyone within a Federation soverignty has the right to enough calories to survive.
- **2.3:** All Federation Citizens have the right to one free, round trip, visit to Earth.
- **2.3.1:** Specifically, the expesnese of travel fairs, places to stay, and food are covered by the Federation, of acceptable quality.
- **2.4:** All Federation citizens have the right to a job which does not place their lives in radical or extreme danger.
- **2.4.1:** Federation citizens also have the right to a job which places their lives in great danger, should they freely and without coersion choose it.
- **2.5:** All Federation citizens have the right to freely practice their religion.
- **2.6:** All Federation Citizens have the right to choose the level of risk they wish to take with their living space
- **2.6.1:** That is, all Federation citizens have the right to leave their home
- **2.6.2:** That is also the right to choose to live under police, laws which constrain alienable rights, and other limitations on their freedom, if they so choose, and the ability to choose otherwise must exist.
- **2.7:** The right to assemble for political, communal, social, cultural, economic, scientific, religious, or other reasons, to form corporate, legal, entities for the advancement of said reasons, without undue interference from the state, or unnecessary hurdles or limitations.
- **2.7.1:** This right, while free to form, must be registered to be protected; the hurdles for registration cannot be undue or overly complex, however neither can they be negligent nor non-existent.
- 2.8: the right to an education, and to continuing education
- 2.9: the right ot their share of the dividends paid out to the federation via the FSX.
- **3.0:** In the possibly necessary course of infringement of some of those rights by due process of law resulting from a free and fair trial, with the option for trial by jury of random peers, no law may be made or allowed to be enforced which enfringes on the following:
- **3.1:** The arbintary detention, imprisonment, or exiel of an indivdual
- **3.2:** the imposition of cruel or unusual punishments
- **3.3:** deprive a person who has been arrested or detained
- **3.3.1:** of the right to be promptly informed of the reason for their arrest or detention
- **3.3.2:** of the right to retain and instruct counsel without delay, obstruction, or interfernece
- **3.3.3:** of the remedy by way of **haebus corpus** for the determiniation of the validity of their detention and for their release if the detention was not lawful.
- 3.4: force a person to give evidence which may incriminate them, give evidence, or otherwise without.
- 3.5: deprive a pesron of their right ot a free and fair hearing by a jury of Federation citizens under the principles of justice for the determinaition of righst and obligations
- 3.6: deprive a pesron of their right to the assumption of innocences
- 4.0: The following are considered the fundamental duties of every Federation citizen and person residing in the Federation
- 4.1: to abide by and follow the laws of the Federation, of the soverinty, and other jurisdictions underwhich they are residing
- 4.2: to respect their fellwo federation citinzees, and respect their rights
- 4.3: to be an educated, informed, and active particpiate in Federation society
- 4.4: to pay their taxes
- 4.5 to not harm their fellow federation citizens,
- 4.6: to not harm the good name of the Federation on the International stage, nor ot harm the good name of their region, or hte region they are in, within the Federation
- 4.7: to contribute to the common good of the Federation
- **Federation Criminal Code (R. 83356)**
- 17:
- (1) Murder is understood as Murder in the First or Second degree.
- (2) Murder is first degree murder when it is planned and deliberate.
- (2.1) This includes if it was planned or deliberate in exchange for a reward, monetary or otherwise.
- (2.2) If the victim is an employee of the Federal Government, Sovereign Government, or Entity granted Sovereign Powers by recognized by Federation law, it is Murder in the First Degree.
- (2.3) If the murder happens as part of a kidnapping, hijacking, home invasion, sexual assault, or hostage taking, it is Murder in the First Degree.
- (2.4) If the murder happens in service, benefit, advancement, or aid, attempted or successful, of a criminal or terrorist cause is considered Murder in the First Degree.
- (3) All murder that is not first degree murder is second degree murder.
- (4) In the case of murder enacted in the advancement of a Scout Services Contract,
- (4.1) if the victim is within the bounds of the contract, the liable party is the contractor,
- (4.2) if the victim is outside the bounds of the contract, the liable party is the contracted.
- **An Act of the House of Business Regarding Explicit Freedoms (83371)**
- **1.1:** "The following rights are not to be abrogated by any member of this House or its underlings which are under the jurisdiction of the D.A.M. of the United Federation of Earth, or in one of their Dominions: the Right to Free Thought, the Right to free belief, the Right to free opinion and free expression, including the Right to the freedom of the press and other media of communication from governmental interference."
