# Government of the United Federation of Earth By: Dr. Christopher McCreery, Senior Chair of Federation Political Theory at the University of Manitoba ## Overview The Government of the United Federation of Earth is a complex and ancient beast. At its truest core lies the Senate, the oldest of piece of Government from which all others have grown. Today, the Government is a complex byzantine mess at times, even after [[D.A.M]] Goodwins largescale governmental reforms. It is a strongly centralized state which has devolved a great deal of power to local Governments, while undergoing massive and often unintended transformations throughout its history. The Federation Government it divided into two parts: the Lords and Parliament. The Two unite in the person of the [[D.A.M]] and practically in the meeting of the [[D.A.M]]s Privy Council. (See [[Government#Privy Council]] for more info) The Lords rule all things 'temporal', but actually referring to the physical planets which they control and protecting the stellar territory which unites them. The House of Lords may tax the Lords as a whole, and the Lords are permitted to tax the land, and the entities which exist on their land, as well as make rules about how their land will be used. In effect, this is done through lower level of government and nobility forming parliaments in a similar manner to the Federation as a whole (ie the highest level of noble at the top, their subnobles below them, and the representatives of the peoples Government on the other, coming together to make decisions on how to next act). This system allows Lords to tax the use of their land, but not the people on it directly. Parliament representatives the Federation, and its people. As discussed later the houses each represent different parts of the Federation, but on the whole its mandate is to protect, serve, provide services for and govern the people of the Federation, those people include the Lords. Thus Parliament may tax all the citizens of the Federation, including the Lords, but the Lords can tax the land Parliament is on, driving the two to work together instead of fighting one another. Before [[D.A.M]] Goodwins reforms, the House of Lords was a sub-body of the Commons, as was the House of Business represents. After the two have been elevated - the Lords becoming its own separate branch with its own upper chamber, and Business to being equal to the Senate and Commons. ##### Debate Point: What is the Federation? Many scholars within the Federation debate what type of Government best describes it. Some say it is an elected monarchy, due the position of the D.A.M.. Others gesture to the House of Lords as proof that it is a semi-hereditary aristocracy at worst, or an oligarchy at best. According to this school of thought, the aristocratic relations which dominate the world of the D.A.M. control politics, as the D.A.M. Appoints and dismisses the heads of the major branches of Government, this school sees keeping oneself in the D.A.M.'s good graces as essential to having access to political power. Another realm of scholarly thought looks at D.A.M Goodwin's reforms - which while elevating the House of Business - centralized a greater degree of power then ever before in the House of Commons, and by extension has restored power to the people through the enhancing of the role of the House of Commons. The most Imperial branch of thought snaps back by gesturing to an ancient quote from the First Emperor himself: "The Commons is powerless and useless. The Senate Represents the Government, the Government governs for the people, and so the Senate represents them as well. But unlike the Commons, the Senate is a place where things get done, not stalled by an endless siege of politiking of worst, most Common, kind." As such, imperial scholars see the Federation as government by the Senate, which it sees as being a technocratic organ of government. The people must bend to the will of the Government which knows what is right for them. A final common school of thought is that Federation is a plutocracy where the Lords are dependent on funding from the Patricians of the Federations largest companies, whom are represented legally in the House of Business Representatives. But because the Lords depend on the Patricians money, the patricians feel they can control the Lords, whom this school of thought believes to have an outsized influence on the election of House of Commons representatives. As well, this school sees the Patricians ability to influence Senatorial decisions either through back-channelling money to Senators, or by offering lucrative contracts to the departments they represent, thereby ingratiating the Patricians to the Senate, and allowing them to control the whole of the Government. ## Legislative The legislative branch is divided into two parts, the Lords and Parliament. In general the two parts legisiate over their own domains, but can pass the same legislation in both houses to symbolically and legally pass a bill on both sides. ### Parliament Parliament represents the people of the Federation, it is the ancient mould from which the Federation was formed. It has evolved massively over the years, and at the highest level of the Federation deals with extremely abstract problems, getting more pericise the lower down one goes. Parliament is formally headed by the President, which is discussed more in the executive section. Each house of Parliament legisilates over their own region, if a bill effects more then one area, each affected house must vote to support the bill. One may only serve in one house in their life. #### Senate - 386 Seats | Election Every 25 Years The Senate represents the Federation Government itself, its various departments, local governments and the like. Senators are elected by their department members, and ensure that the Governments voice is heard in the passing of bills. The Senate holds an election for one fifth every 5 years, such that every 25 years the eniterity of the Senate will have undergone election. However the Senate can never be dismissed or closed according to both the Consittuion and Federation tradition/convention. The senate is the supreme soverign and soverign of its own power, granting it out to all other entities in the Federation, in agreement with the [[D.A.M]] through the President. It was decided that rather then having an opaque window into passing legislation through bribery, giving the companies a direct foot on the bills would moderate their influence. It has to some degree worked, but it is a house considerably restrained by the Constitution. To be represented in this House, a company must recieve permission to list its stock on the Federation-Stock-Exchange. This is a specialized exchange, where the shares on it are required to be voting shares, with a high dividend, and may legally only be owned by Federation citizens. Further, the Government is granted a minority position within the company and an accompanying board seat. The seat representative is appointed by the House of Commons, on suggestion by the Senate. First round shares sold listed on the FSX are earmarked for special sale to low income Federation-Citizens, to act as a UBI. They are marketed at specialized rate to said low-income citizens, with the price difference subsidized by the Government secured against a minority percentage of the dividend. The end effect of this is effectively a UBI for low income citizens, paid for by the dividend, with an asset of great value which can be sold if need be. The voting weight of each seat correspond to share of the FSX market. The larger the market share, the greater the voting power of the company in the House. The FSX is capped at 600 member companies, with the breakdown of which sub-Federation-Exchange they are listed on being the source of the seats. Phrased another way: to be listed on the FSX, a company must occupy a seat in a sub-dominions House of Business, be one of said House's largest companies, and thus be eligible for one of the seats allocated to that dominion. It is not possible for a company to hold two seats. Its purpose is to approve topics for discussion within the House of Lords, and act as something of a sober second thought on bills passed by the House of Lords. Earl is the title given to someone while they sit in the house, and are elected from their peers in the House of Lords proper. There are currently 300 Earls in the House of Earls. #### House of Lords - 1200 The House of Lords represents the Lords within the Federation, though technically the highest levels House of Lords has lord-represenatives, elected from their dominion to sit in the House of Lords, as well as the Lords-Direct, who represent the lords in control of various colonial holdings and dependent Dominions of the Federation. Of the Seated 1200 Lords, 226 are Lords-Direct, and 974 are Lords-Representative. The executive can be thought of are three parts: The Executive complete in the Privy Council, the executive Parliamentary, and the Executive Lords. ![[D.A.M]] ### [[D.A.M]] & Privy Council The [[D.A.M]] and Privy Council are the highest level of the executive branch in the Federation. In tandem they set legislative goals and see their agenda carried out. #### [[D.A.M]] ~1000-1500 years. The [[D.A.M]] is the elected head of the Federation. First elected by the Lords, the person is then confirmed by each house of Parliament, before being stripped of their Lordly title, given the title of [[D.A.M]], and granted Domain over the Sol Mega Sector. They are the supreme executive of the Federation, and in effect their word is law. Akin to a monarch in a constitutional Monarchy. It is the [[D.A.M]]s job to set the long term vision of the Federation #### Privy Council The privy council is the meeting of the heads of state with the [[D.A.M]] to set the direction which the Federation will go. Often announcing policy and executive goals to be carried out. The Council is divided into two sides, the Lords and Parliament. Representing each are: - Lords - Arch-Duke, the Speaker of the House - Duke of the Assembly (represents the House of Lords) - Duke of the Council (Represents the Earls) - Duke of the Budget (Economic minister of the Lords) - Duke of the People (The Lords as people) - Duke of the Military (The representative of the collective Lords Military) - The Dukes Appointed (Lords who are requested to sit on the council by the [[D.A.M]]) - Parliament - President - Vice President - Prime Minister - Chancellor - Grandest-Admiral/General - Head of the Exchequer - The Members Appointed (Ministers who are requested to sit on the council by the [[D.A.M]]) ### Parliament In Parliament, the highest executive is the President, however they work with three 'lower' executives whose primary role it is to ensure the successful function of their house, and to see legislation passed through those houses. Officially, the president appoints all three Parliamentary officers, but this is often done 'by the recommendation of the [[D.A.M]]', but that is only convention and not law. #### President - Elected for 50 year terms, max 3 Terms. The President is the highest executive authority dealing with internal matters of the Federation. They are the commander-in-chief of the Federation Military, and set the mid term #### Vice President - Senate The Vice President must be a senator, and is chosen by the President to carry out the President and [[D.A.M]]s legislative agenda. Often this position is the most insulated from politics and has the greatest ability to be a roadblock to policy and legislation due to the senates long history of relative independence. #### Prime Minister - House of Commons The Prime Minister is the MP who is most able to pass legislation through the House of Commons, especially by being the leader of the largest party, or largest party able to form a government in the Commons. The Prime Minister is appointed by the President for as long as the president sees fit. The president may dismiss the house of commons early, but it must be dismissed every 40 years, #### Chancellor - House of Business Representatives The chancellor can be anyone, appointed by the president who serves for as long as the president would like, so long as they are not voted out by the representatives. They may even serve through whole reevaluations in the House, or through presidents. They are appointed by the President on the basis of person best able to pass legislation, and who has importantly not sat as a Representative, and does not currently hold any other office in the Federation. ### Lords #### Arch-Duke, Dukes, and the Shadow Cabinet The Speaker of the House of Lords, aka the Arch-Duke, is the highest single member of the house of Lords, and acts as the go-between of the [[D.A.M]] to the Lords. it is their job to choose who to speak, and set the agenda based on the items given to it by the House of Earls. To ensure proper debate, and to draft legislation based on debate, the Speaker works with their Shadow Cabinet, who also sit on the Privy Council and thus have the title of Duke. However, while serving in the Shadow Cabinet, and acting as speaker, one cannot cast a vote. ##### Sovereignties Sovereignty is the term given to the realm which a Lord controls, their domain which is an individual sovereign state in its own right, United into the Dominions joined together into the Federation as the story goes. Sovereignties are founded on Charters, which broadly define the relationship between the House of Lords/Federation and the Sovereignty, as well broadly the government and structure of the Sovereignties. The original 25 Charters, or the founding Lords, were known to be the most lenient, but today only 13 remain within the United Federation of Earth. Sovereignties do not have to be hereditary aristocracies, or even capitalist at all. Many, especially in Utopia, are entirely democratic, communist, socialist, anarchistic, libertarian capitalistic, and any other political ideology one can image. ##### Noble Titles Noble titles in the Federation have an official order of precedent, but there is a great deal of value in the Age of ones title, and the Dominion of which it is apart. Titles from Saldor, especially Lordships, are seen as far below a historic Count from Takara, or infamous Baron in Terra Nova. The titles and their relative domains can be see below in [[Government#Ranks and the Government levels associated with them]] ##### Free - Seated Baron Spectrum In the UFE Barons, and most noble titles, range from Free to Seated, on a scale from (Near-Totally Free)1-10(basically entirely 'seated'). Where Free means free from Federation control, and seated means under Federation control. A Level 1 Baron wouldn't even have to allow a Federation ship to land troops or enter into their borders without a warrant or order from their superior. While a Level 10 Baron is free to do as they please all day every day, because the Federation is in complete control of their lands, the Baron is purely a figure head. The status of the Barony is determined by the Baronies charter, combined with the actions of a Baron. A Baron may sway a barony a point or two, but they are unlikely to make a massive shift in either direction. ## Judicial The Judicial system of the Federation is one of its cornerstones, but it must be understood in its context. The Federation is at its core a nation with parliamentary supremacy -- the Senate is the supreme Legislative entity, not the [[D.A.M]]. The [[D.A.M]] is a creation of the Senate, as are all other parts of the Government including the Judicial system, and as such the Senate is at the end of the day the supreme body, constrained by choice by constitutional legislation. What this means in theory is that the highest court - the Privy Court - is ultimately only able to strike down unjust legislation which violates other laws or the basic, historic, rights of Federation people, and interpret existing legislation, especially within the framework of existing interpretations. What this means in practice is that the courts cant strike down a whole law for violating fundamental rights, it can only block the use of a law in restricting those rights, or within the bounds of other legislation. For example, the Government could pass a law limiting what people can publicly put on the voidnet, but the court might rule that the Government may not take action to remove posts put on the void net, or influence how posts are taken down. In effect nullifying the law and making it unenforceable in its most basic form. This creates a second battleground for mediation of rights, of which the [[D.A.M]] and the Privy Court are the highest protectors of, at least in theory. ### Privy Court The Privy Court is the highest court in a Dominion (the [[D.A.M]]s Court is the Privy Court for the Federation of Earth), and is composed of Seven jurors, ruling when a valid appeal from a lower supreme court has been found. The Privy Council's ruling is considered secondary-legislaiton, as it is near impossible to overturn without direct legislation overruling it, or another ruling offering a different possible interpretation. Of the Seven Jurors, one is the Relevant [[D.A.M]], three are elected from the Supreme court's jurors by Parliament as recommended by the executive of each legislative house, and three from the Earls court Jurors voted on by the House of Lords. ### Supreme Court The Supreme Court is the highest Parliamentarian Court in a Dominion, or the Entire Federation. It deals with cases relevant to Parliamentary legislation. It is currently composed of 15 Jurors, 3 Per Independent Dominion, 1 per Colonial Dominion, 3 from the Federation Itself ### Earls Court The Earls Court is the second highest Court of the Lords, with the highest being a Trial by the Lords Assembly (the House of Lords), but the General highest court for crimes not violating the sanctity of the Lords United, or a situation which effects the whole of the Lords, aka cases of a single or small group of Lords suing another. Parties are most often represented by the leader in the Commons, though sometimes they appear in the Senate instead of commons. #### Parties ##### Her Majesties Most Loyal Party Her Majesties Most Loyal party is a [[D.A.M]] Supremacist party which desires to rid the Federation of Parliament and let the Lords rule under the guidance of the [[D.A.M]]. Currently the party is very in support of the fleet cuts, and is pushing for the Organized chaos economic theory, eschewing trade as a key variable in the economy and calling for nationalization of the Void-Gates. The party supports military despotism and advocates as an alternative to Imperial rule, playing on anti-imperial sentiment. The party embraces the Sigmarian vote wholeheartedly, and the Germushian Sigmarian followers offer their vote in return. ##### The Imperial-Federation Party The Imperial Federation desire to strengthen the [[D.A.M]]dom into an Emperorlike position, and reform the First Terran Empire in what is now the Federation. The party is very against the fleet reforms, in support support of Single Unit Economics, and advocates for a complete nationalization of all businesses which sit in the House of Representatives, state backed trade, and highly against Sigmarism seeing it as silly, idiotic, harmful, and for the superstitious who have no place in a 'good' and 'strong' society. ##### The Democratic-Alliance Party The Democratic-Alliance is a reformation and coalition of previous Conservative groups focused around gaining control of Government after the fall of the previous Government due to bad politics. The Democratic-Alliance was founded based on opposition to the Fleet Cuts. In the end it gave in on some cuts, but severely reduced the cuts overall. It has advocated for holding the course and sticking to Distributive Functionalism economics, even in the face of refractionalization - arguing that so long as the bulk of refractionalized currency doesn't enter the economy, the resulting inflation will undue a reduction in velocity spurring greater increase in spending thereby jump starting the economy. In the short term this is gained by maintain a healthy military to deal with the short term social chaos, followed by a slow layoff of military personnel as the economy grows healthier. To encourage popular support for the military, the DA have pushed a heavily anti-Imperial, anti-Sigmarian, message in their associated media, which has been picked up by the people at large, leading to attacks against perceived Sigmarites and Imperials or their sympathizers. ##### The Parliamentary-Alliance Party The Parliamentary-Alliance is a reformation and coalition of previously Liberal/Progressive groups with the aim of forming Government while distancing themselves from their Former more left wing positions due to a political scandal. The Alliance supported the Fleet Reforms whole heartedly and see them as an economic necessity, and seek greater government spending reductions to increase economic capacity for debt repayment in lieu of nationalization following traditional Distributive Functionalism. On the issues of military despotism, the Alliance would encourage offloading current military assets to the Lords, so as to support their exhausted military forces but also to prevent the troops from joining roving bands of Imperials or forming similar bands of their own. The Alliance doesn't support the Empire, but is neither anti-Imperial nor Anti-Sigmarian. ##### Parliamentary-Supremacy Party The remnant of the scandal ridden previous governing party and whatever 'true left' elements remained after the scandal. The party is mostly in ruins but still retains some power under its new leader. The Supremacist party is strongly against the fleet reductions in the Federation fleet, and instead support cutting funding and Aid to the Lords Fleets, and embracing an overall Single Unit Economy, using government intervention and the Federation fleet to spur trade, and the existing troops to relocate citizens to encourage greater economic and social prosperity. They are somewhat Pro-Imperial, so long as the Senate is strong, but not anti-Sigmarian. They support military modernization, and generally support decolonization actions. ##### The Liberation Party A generally Fringe party who've gained some power with the Collapse of the Parliamentary-Supremacy Party, advocating for the freedom of oppressed people, and systems sovereignty brings them into alignment with further 'right wing' parties on many occasions. The Liberation party is strongly in favor of reducing the fleet. They embrace a Free Function economic belief, and want the whole of the Federation military cut, letting those who onces served find new jobs if they can, suffer if they can't - its a hard life.
